General Supervisor, Development Servicing Agreements

Job Description


The Role:

Reporting to the Director, Subdivision and Development Coordination, the General Supervisor, Development Servicing Agreements is accountable for leading, supervising and managing a team to facilitate private and public development in the City of Edmonton. This includes residential, commercial and industrial developments. The team ensures the efficient and effective negotiation, preparation, administration and enforcement of servicing agreements.

Goals and deliverables:

  • Lead employee development and coaching, performance evaluation and feedback, health and wellness, safety, conflict resolution, staff recruitment and succession planning
  • Lead the team to produce and administer servicing agreements, which allow for development to occur in the City of Edmonton
  • Proactively ensure accountability of both internal and external partners are adhered to in the administration of servicing agreements
  • Oversee the Arterial Roadway Assessment (ARA), Permanent Area Contribution (PAC), Facilities Off-Site Levy and other programs for cost sharing of various types of infrastructure
  • Maintain, develop and promote effective relationships and communication with internal and external stakeholders to support the goals and objectives of the section, branch, department and City
  • Ensure the prudent and effective use of financial and human resources in the delivery of the section and unit\xe2\x80\x99s work
  • Ensure that internal and external partners and stakeholders are identified and appropriately engaged in projects and changes undertaken. This includes City Council, representatives from across the Corporation including senior leadership, other government agencies and municipalities, industry representatives, educational institutions, community groups and the general public
  • Ensure the effectiveness and performance of the unit through comprehensive, accurate and transparent reporting and performance measurement
  • Identify continuous improvement opportunities and develop strategies to support team development
  • Maintain, develop and update unit processes to align with section goals and policies
  • Establish the unit\xe2\x80\x99s work plan aligned with City Plan, strategic plans and policies
  • Apply GBA+ process to the development and review of policies, practices and frameworks
Qualifications
  • Apply knowledge, training and/or education in Urban Planning, Regional Planning, Architecture, Engineering, Landscape Architecture, Business Administration, Public Administration or a related field
  • Experience in a leadership role within a large, complex organization
  • Equivalent combinations of education and experience may be considered
Assets:
  • Registered Professional Engineer (P. Eng). P.Eng requires the member to be in good standing with APEGA
  • Registered Professional Planner (RPP)
  • Completion of related accreditations and/or designations
  • Coursework and/or training in project management, public administration, contract law, financial accounting, change management, or other leadership training
