General Enforcement Coordinator

Job Description


Through effective coordination, leadership and management, the General Enforcement Coordinator position will be responsible for the direct oversight of the General Enforcement Unit within the Complaints and Investigations Section of the Community Standards & Neighbourhoods Branch. The position will be responsible for ensuring optimal service delivery of complex enforcement programs to ensure they meet service delivery goals, strategic objectives, operational mandates & program benchmarks. This will be achieved through leading and coordinating Officers and Supervisors in various districts throughout the City, collaborating with internal and external stakeholders, process/program implementation, program analysis and innovative approaches to increase effectiveness and optimize results. Each enforcement program is unique unto itself, involving different enforcement officer classifications, priorities, roles, responsibilities, policies, procedures, stakeholder partnerships and supporting enforcement legislation.

  • Ensure Corporate expectations for a safe working environment are met and proper safety standards are applied appropriately
  • Program administration and management
  • Apply strategic thinking and operationalize effective and efficient service delivery
  • Work closely with external stakeholders, community leaders and regulatory enforcement agencies to mitigate factors that decrease public safety and livability. Create, leverage and maintain relationships necessary to advance the Branch and Section strategy including those with Deputy City Managers, Branch Managers, Council, Citizens, enforcement agencies and staff
  • Utilize business analytics to increase program effectiveness and efficiency
  • Issue highly complex enforcement Orders to remediate unsightly, untidy or dangerous properties or structures
  • Compile and submit Business licence reviews to the Licensing Program Manager
  • Represent the Section at Community Standards and Licence Appeal Committee hearings
  • Review and develop policies and procedures for program support
  • Review and develop training standards applicable to each program
Qualifications
  • Completion of an undergraduate Degree in a related field such Business Administration, Criminal Justice, Management, or Social Sciences; equivalent combination of education and experience may be considered
  • A minimum of of 5 years public contact experience, including 3 years of experience in a law enforcement field and 3 years of experience in a supervisory capacity for an enforcement or regulatory agency
  • Proficient in public engagement and presentations
  • Ability to lead, manage and evaluate a multi-disciplinary initiative with internal and external partners
  • Advanced skills, knowledge and understanding of professional service delivery, government, strategic thinking, systems thinking, change management, organizational development, and project management are considered an asset
  • Demonstrated skills in leading and motivating teams with a track record of building healthy and positive workplace environments that strengthen organizational capacity
  • Ability to establish and maintain strong working relationships
  • Demonstrated understanding of building and supervising high-performing teams
  • Comprehensive knowledge of City Bylaw Legislation and the application of the Municipal Government Act and the ability to interpret and apply the appropriate enforcement legislation
  • Excellent communication skills \xe2\x80\x93 listening, presenting, and writing \xe2\x80\x93 demonstrated at a highly consultative level
  • Ability to apply business acumen when making decisions to ensure sound stewardship and investment of financial resources
  • Proven ability to develop, prioritize, and implement new and innovative approaches that improve efficiency or effectiveness
  • Knowledge, skills, and proficiency with enforcement databases, computer programs, and information technology
  • Hire is dependent upon a Police Information Check including a Vulnerable Sector check satisfactory to the City of Edmonton
  • Valid Alberta Class 5 Driver\xe2\x80\x99s Licence (or provincial equivalent)
  • Must arrange own transportation to be reimbursed in accordance with City of Edmonton policy. This may require business auto insurance
