About Legal Services:
We are the in-house counsel team that provides quality, objective, and timely legal advice to the CNSC and provides all other legal advisory services to assist the CNSC in fulfilling its mandate. We provide legal representation in litigation and prosecution cases, and act as counsel to the Commission in its statutory roles - as a regulatory agency, a court of record and an administrative tribunal with powers of a quasi-judicial nature.
What You'll Do:
We are looking for an engaged and motivated senior lawyer with strong key leadership competencies, to join our team as General Counsel. In this position, you will:

• Provide timely, expert legal advice to clients within the CNSC on a variety of highly complex files, in different areas of the law, and collaborate with diverse teams of experts and executives internal and external to the CNSC to identify and manage legal risks to the organization
• Guide and oversee the work of the Legal Services to ensure quality, timeliness and responsiveness
• Work with your team to identify litigation risks, assess the merits and formulate strategies on complex litigation matters, manage litigation files including providing recommendations on resolution strategies to the client and lead negotiations
• Represent the CNSC and the Commission during quasi-judicial and judicial proceedings
• Manage the Legal Services' strategic, operational, financial and human resource planning
• Manage and lead the human resources of the team such as delegating work, managing performance, monitoring leave and attendance, succession planning, change management and providing other guidance and leadership to employees

Essential Qualifications:
Education:
A law degree from a recognized university (LLB, JD, LLL, BCL).
Language Requirements:
Bilingual imperative with proficiency at CBC level.
Experience:
- Significant* experience analyzing complex** legal issues and providing strategic legal advice and recommendations
- Experience establishing cooperative working relationships with strategic partners, such as federal departments, agencies, provincial or territorial governments or international partners
- Meaningful*** experience managing and leading litigation files, including directing Legal Services' staff and instructing outside counsel (Department of Justice or private counsel)
- Meaningful *** experience leading corporate initiatives and inter-disciplinary projects to move strategic or Government of Canada priorities forward
- Meaningful *** business management experience, including strategic planning, procurement of goods and services, managing human resources and financial management
*Significant experience is defined as the depth and breadth of experience normally associated with the performance of those duties for a period of approximately 10 years
**Complex is defined as the scope and nature involving multiple stakeholders or multiple areas of law or circumstances where sources of information are absent, rare or conflicting.
*** Meaningful is defined as the depth and breadth of experience normally associated with the performance of those duties for a period of approximately three (3) years
Knowledge:
- Knowledge of the management of governmental and financial authorities of a departmental corporation

Asset Qualifications:
- Experience giving legal strategic advice within the federal government, a regulatory agency or an administrative tribunal
- Litigation experience in judicial review before the Federal Court or with respect to prosecution for regulatory offences
- Experience championing initiatives across organizational boundaries to achieve new operational efficiencies or to strengthen regulatory decision-making
- Knowledge of Regulatory law, including the Nuclear Safety and Control Act
- Knowledge of Constitutional and Crown law including the Charter of Rights and Freedoms, Indigenous consultation and duty to consult, and other relevant legislation, treaties, policies and regulations as they pertain to the Government of Canada
Operational Requirements:

• All CNSC staff are subject to the Mobility Directive.
• This position may be required to travel.

Condition of Employment:
Member in good standing in the bar of one of the provinces or territories of Canada or the Order of Notaries of Quebec.
