Responsibilities

PRIMARY PURPOSE



The Functional Business Application and Process Lead collaborates with various stakeholders to lead and provide expert support in optimizing business processes, policies and tools for BCRTC, ensuring project deliverables meet operational needs. This role supports planning, designing, development and continuous improvement of technology applications and the Target Operating Model (TOM) processes in programs/projects of moderate to high impact, risk, and complexity.



KEY ACCOUNTABILITIES



Leads the project pre-implementation process to support the target operating model, including review of existing relevant business rule documents, supports and reviews development of remaining business rule documents and tracks progress through traceability matrix, ensures processes are documented, and requirements are met through working with the project team and stakeholders.



Contributes as a member of a program/project team to conduct business requirements gathering, business process review, testing, training, documentation development, communication, and system configuration; defining and prioritizing deliverables, ensuring compliance with departments standards, policies and procedures, and the alignment to business objectives.



Supports project implementation in the discovery and solution design, updating of business rules and process, development of acceptance criteria and test cases, review of configuration. Ensures short- and long-range sustainment plans are supportive of business maturity and roadmap.



Provides functional and subject matter expertise and offers creative solutions to enhance end user experience and simplify tasks completed by the business users - and ensures ease of adoption. Identifies opportunities and implements new or updated configuration for improving and/or automating processes and efficiencies. Partners with business teams to ensure the applications meet the business requirements.



Leads the review of processes and represents BCRTC's needs for the design and configuration of systems as well as policies and processes and ensures necessary system and process controls are in place to identify and mitigate risks, and to leverage opportunities for areas of accountability and alerting manager of critical issues as they emerge



Leads the development and maintenance of internal controls to ensure data integrity and functionality by resolving problems and recommending solutions to meet requirements. Recommends and maintains procedures for users to ensure efficiency and data integrity including but not limited to user guides and process workflow documents.



Collaborates with TransLink Business Technology Services on the development, implementation and ongoing management of new/enhanced systems for areas of accountability. Implements enhanced and streamlined processes to optimize service delivery based on best practices in areas of accountability. Identifies improvement opportunities and document and lead process improvement initiatives.



Measures, monitors, and reports the key successes and impacts of the initiatives on the organization. Provides recommendations of continuous improvement based on performance analysis and inputs from stakeholders. Identifies, recommends and acts based on analysis of data, trends and issues.



Provides day-to-day supervision of reporting staff, including selection, training, coaching, development, performance management and all other people management practices.

EDUCATION AND EXPERIENCE



The requirements for this job are acquired through a Bachelor's degree in business, Computer Science or Engineering and six (6) years of business analysis experience and functional support of large corporate Systems in a complex unionized environment.



Advanced knowledge of modern SaaS applications and processes for Human Resources, Health and Safety, and Incident management.



OTHER REQUIREMENTS



Advanced functional knowledge of modern SaaS Systems functionalities (Human Capital Management, Safety Management, Incident Management), including reporting tools.



Excellent planning and organizational skills to address systems information needs of multiple functional areas, and to balance and coordinate effort across multiple, concurrent activities.



Strong analytical skills and deep technical expertise to address system-based requirements, drive processes, promote data integrity and ensure delivery of accurate reporting of data to the business.



Advanced decision-making skills to respond, assess and react to a variety of operational and emergency situations.



Strong problem-solving skills to diagnose day-to-day operation of systems-related issues/requirements and troubleshoot solutions.



Strong communication and interpersonal skills with an ability to communicate to a technical audience and business users. Capability to train users at all levels of the organization.



Effective change management skills to develop strategy, conduct impact analysis, support communication efforts and implement plans to maximize user adoption.



Solid experience working with a diverse team in a unionized environment with knowledge of the application of collective agreements, work rules, policies, and procedures.



Excellent knowledge of business and project management computer applications, database systems and reporting tools.



Solid leadership skills to provide full scope of supervision to reporting roles.

The salary for this position ranges from $82,400 - $123,600 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
