OVERVIEW:
Reporting to the Interim Associate Director of Foster Care - North, the Foster Care Licensing and Training Lead will be responsible for overseeing quality assurance measures, conducting licensing practices, developing, and facilitating training for core staff, House Parents, and Support Workers in the Community Specialized Homes (CSH) Program.
KEY RESPONSIBILITES:
Overseeing licensing duties of CSH Homes

  • Leading recruitment, screening, initial assessments, and interviews of potential House Parents.
  • Meeting with and working directly with Case Managers to discuss best fit for the home, children, and communities.
  • Ensuring proper checks and paperwork are completed for licensing.
  • Conducting thorough and comprehensive orientations for potential/new House Parents coming into the program.
  • Conducting re-orientations for House Parents already in the CSH program.
  • Completing Places of Safety for new House Parents and changes of placement as needed.
  • Completing Foster Home Studies for new House Parents. Traveling to communities to conduct interviews and conducting the Physical Home Checklist.
  • Completing Annual Reviews, Addendums, and Closures as needed for each home in a timely manner.
  • Conducting Foster Parent Removals when needed.
  • Compiling documentation for and participation in Alternative Dispute Resolution (ADR) processes.
  • Training and guiding programs Case Managers on Foster Care standards to ensure compliance in the homes.
  • Tracking Placements and Discharges that happen within the homes.

Collaborating with Southeast Child & Family Services (SECFS) Alternative Care Department
  • Ensuring regular communication with SECFS Alternative Care.
  • Providing regular updates on the program’s status on completed and outstanding licensing documents.
  • Following up and communicating with any other Agencies regarding the movements of Foster Parents into the CSH program.

Intake Services for the CSH program
  • Participation in an Intake rotation and development of Intake system to streamline coverage and communication when Case Managers are away or in the communities.
  • Providing service to Foster Parents, Support Staff, and Community Staff requiring immediate assistance.

Training & Development
  • Working with the programs Case Managers and Support Work Coordinators to identify training needs for House Parents, Support Workers, and core staff.
  • Development of Training Plans for House Parents & Support Staff.
  • Liaison with external Trainer’s to facilitate Training in community for the House Parents and Support Workers. Planning for possible overnight accommodation, travel (small plane, driving, helicopter), and finding trainers who understand the lack of resources, historical/present day oppression, and social issues that impact northern isolated communities.
  • Presenting training proposal and budget to CSH Supervisor for approval.
  • Participation in facilitation training regarding identified topics of need for the program in order to put on trainings.
  • Travel to communities to hold training and offer training services for other programs with Shawenim Abinoojii Inc.
  • Planning for House Parent and Support Worker training retreats.
  • Identifying Grants and submitting proposals for training opportunities.

Building relationships with community resources and working with CSH Resource Development Coordinator to facilitate community events.
  • Assisting with program development and opportunities for children in communities to engage in cultural & l&-based activities.

QUALIFICATIONS:

  • Bachelor of Social Worker (an equivalent combination of education/experience may be considered).
  • A minimum of five years experience in Alternative Care/Font line Case Management.
  • Experience with completing licensing documents and facilitating Home Studies.
  • Knowledge of the eight South East communities.
  • Knowledge of the Child and Family Services (CFS) Sector & Foster care Legislation.
  • Demonstrate knowledge or understanding of Indigenous perspectives, First Nations culture and traditional philosophies.
  • Strong assessment skills and experience conducting investigations including gathering an analyzing information to implement appropriate actions.
  • Experience developing and supporting a strong, respectful team-based approach to service delivery.
  • Strong proficiency in Microsoft Office, MS Word, Excel, Outlook, and Internet.
  • Excellent communication, organizational skills, problem solving, and team building skills.
  • Ability to speak Anishinaabe preferred.
  • Must have current satisfactory criminal record check (including Vulnerable Sector Search), Adult Abuse Registry Check and Child Abuse Check and PCC as conditions of employment.
