General Accountability

Reporting to the Supervisor, Employee Development Tracks, this position is responsible for effectively delivering a comprehensive range of hands-on-training in track operations programs to diverse groups in the Track & Structure Hands-on Training Center, on the job training, at actual work locations, in various shifts to large and small groups, and on a one-on-one basis. The incumbent is also responsible to read, comprehend and explain complex concepts, technical information and maintenance procedures related to the Track testing, repair, rehabilitation and maintenance of Subway Infrastructure assets. The incumbent will also supervise the work of union employees pertaining to track.

The successful candidate will be locked into the Training position for three (3) years unless promoted to a higher level position.

Key Job Functions

  • Deliver and evaluate Track training programs for the Track & Structure Department to meet compliance with the TTC\'s 5-year Corporate Plan;
  • Develop, implement and administer a customized training for employees at Track level;
  • Deliver and evaluate hands-on-training programs for all aspects of track equipment operations and the associated components/systems and/or attachments; deliver hands-on-training/familiarization programs in loading/unloading/securing and transporting track equipment to sites; ensuring track equipment meets or exceeds all safety law and regulations;
  • Participate in needs-assessments; conducting needs-analyses; and prepare job specific task listings;
  • Conduct hands-on practical instruction; evaluating the performance of participants and certify that employees have successfully completed the hands-on training/familiarization programs;
  • Prepare and maintain training aids/materials and ensuring the availability of such resources to meet hand-on training/familiarization programs;
  • Ensure that all hands-on training program activities comply with the Track & Structure Training section SOP\'s, corporate safety programs, policies and legislated initiatives and regulations;
  • Present recommendations to Supervisor, Employee Development regarding new or revised training/familiarization programs Incorporate published procedures, drawings, manuals, etc. in training for operating staff;
  • Work with all internal and external stakeholders to deliver above average hands-on training/familiarization programs;
  • Supervise the performance of union employees in the Subway and SRT Track section;
  • Inspect track switches, lubrication of rails and switch cleaning; reaction rails and power rails; installation and alignment of track work and ballast to surveyor\'s grade and alignment; track accessories, welding and conductor rail joints; anchor bolts, tie plates, rail fasteners and grout pads etc.;
  • Visually inspect passing rolling stock for dragging or defective equipment;
  • Recommend and implement new improvements to equipment and/or methods of work;
  • Complete written reports, concerning employees, activities, equipment, etc.;
  • Administer discipline and promote harmony in the section;
  • Ensure that employees are familiar and comply with the policies and practices of the TTC with regard to rules, regulations and safe working practices;
  • Investigate various injuries, accidents, incidents or other problems which may arise, and initiating corrective action or making recommendations;
  • Ensure that rules and regulations in the Collective Bargaining Agreement, TTC and departmental policies, and government legislation are adhered to;
  • Review and recommend the progression of probationary employees and take appropriate action for underperforming employees;
  • Prepare Employee Performance Reviews on an annual basis and counselling employees as required;
  • Demonstrate behaviours that support diversity, inclusion, and a respectful work and service environment that is free from discrimination and harassment. Help to remove barriers and accommodate employees and customers (within their area of responsibility) in accordance with TTC\'s commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA) and TTC\'s policies;
  • Participation in the TTC Customer Service Ambassador Program;
  • Performing related duties as assigned.

Education and Experience
  • Completion of a post-secondary college in a related discipline (e.g. Adult Education at a community college or equivalent) or a combination of education, training and experience deemed to be equivalent.
  • Must have or obtain specific accreditation to certify and/or licence employees through the delivery of regulated training programs.
  • Experience working in a large public or private sector organization with a unionized environment is an asset.
Additional Requirements
  • Understand engineering principles and specialized knowledge of track and road inspection, construction, maintenance and repair standards, procedures and practices combined with working knowledge of related trades.
  • Comprehensive knowledge of track and maintenance operations, principles and practices
  • Sound knowledge of track geometry and track welding
  • Must have knowledge and experience with track switches and track components
  • Comprehensive knowledge of Operating Rules/Regulations, procedures and practices for construction and related equipment
  • Ability to initiate improvements in hands-on training/familiarization programs; preparing and maintaining training aids/materials and ensuring the availability of such resources to meet training needs
  • Demonstrated ability to set targets, objectives, delegate tasks and follow-up to ensure objectives are achieved
  • Demonstrated ability to communicate in a variety of mediums
  • Excellent verbal/written communication, organizational, interpersonal, group facilitation, coaching and leadership skills
  • Sound judgement; well-developed organizational, interpersonal, oral and written communication skills excellent analytical and problem solving skills
  • Sound knowledge of applicable legislation (e.g. the Occupational Health & Safety Act and Regulations, Employment Standards Act, AODA, Workplace Safety & Insurance Act, etc.)
  • Good knowledge of relevant laws and regulations with ability to apply and develop new proposals for curriculums
  • Ability to develop training products in a range of instructional media including but not limited to print-based and video-based training, and to use the requisite software applications
  • Must have an ability to plan, assign and direct the work of a unionized group of skilled technical employees combined with an understanding of pertinent policies and legislation/regulations regarding safety, employment etc.
  • Knowledge of PC\'s and computer applications skills related to work (Word, Excel, PowerPoint, Sharepoint, Maximo, STARS, MOWIS etc)
  • Must possess a valid A/B/C or D Driver\'s licence with a Z endorsement for the past 3 years
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees
