Job Description

The Food Program Supervisor is responsible for working within the vision, mission and relevant strategic priorities of Neighbours Community Homes (Neighbours) to coordinate and oversee a Food Program to provide education and life skills to Neighbours members in the areas of food handling and preparation. Responsible for the overall implementation and development of food-related services and for ensuring that the Food Program meets the needs of members of the organization.

This position is a senior member of the Program Team and reports to the Program Manager.

Responsible for supervising program staff, Community Kitchen Facilitators and Member Cooks, ensuring standards of safety, hygiene and good nutrition are maintained, grant writing and reporting, accounts payable and receivable, and purchasing and maintaining inventory of food and equipment.

Works collaboratively with the Social Recreation Supervisor to plan program activities, to ensure funding requirements are met, to seek ways and means of advancing the program, and to provide back up and program coverage when necessary.

Recommend department strategies that support the strategic plan, including the identification and creation of policies and procedures necessary to ensure quality services.

Accountable for the promotion and consistent application of Neighbours policies and practices, including the Collective Agreement, to ensure the areas of responsibility adhere to and promote the mission and principles of the organization.

Promotes the organization at external venues.

Identifies and participates in the growth and expansion of the agency including identifying Human Resources needs, program and partnership opportunities.

Leads and manages projects.

Works collaboratively and cooperates with other members of the Management Team to ensure the organization operates efficiently and effectively.

OPERATIONAL RESPONSIBILITIES

Financial and Administrative

Prepare and recommend annual budget requests, authorize expenditures, monitor and work within budgets. Prepare and submit travel and expense sheets monthly. Prepare and submit all Food Program related funding submissions for review and approval by the Program Manager. Follow internal controls to review and approve income and expenditures including cheque requisitions, petty cash float, use of company credit card, TTC tokens and receipt of member contributions. Prepare and verify payroll timesheets for member workers in the food program. Prepare reports and maintain data on program utilization as required organizationally and by funders. Collaborate with and support the Fund Development Manager to identify and prepare applications for food and nutrition related activities.

Supervisory

Ensure staff receive regular supervision and adequate, ongoing training and education. Performance management, including coaching, mentoring, goal setting and progressive discipline. Review and approve staff lieu time, sick time, vacation requests and resolving any scheduling conflicts. Reviewing and approve all appropriate staff expenditures. Conduct probationary and annual performance evaluations of each staff. Update staff job descriptions, identifying additional requirements of the positions as necessary. Schedule and assign tasks and ensure the workload is distributed amongst staff on the team. Ensure staff on the team understand and adhere to organizational policies and procedures and engage in policy review and development. Oversee the hiring of staff following Neighbours' Equity Hiring Guidelines. Oversee the orientation process for new staff. Adhere to the responsibilities of a Supervisor under Neighbours' Occupational Health and Safety Manual. Mediate disputes that occur between staff when necessary.

Program Services

Be knowledgeable and up to date concerning trends and information about people in the program. Maintain contacts in the community, participate in sector networks, and explore opportunities for collaboration and partnership within the sector. Partner with external agencies to plan and implement programs for Neighbours members to participate in. Make applications to programs that facilitate the hiring of peer workers, students and other groups to enhance program delivery, and hire, supervise, train and evaluate participants in these positions. Work with Social Recreation Supervisor to build a strong cohesive team across all program areas, including food, social recreation, community development, employment and the Dream Team. Oversee the scheduling and facilitation of regular meetings of the Program Team and ensure room booking, chairing, minute taking and distribution.

Food Program

Develops and oversees food safety plan for the organization. Ensures that health and safety standards are maintained in all kitchens in accordance with Public Health requirements. Coordinates community kitchens in Neighbours buildings. Organizes monthly grocery shopping expeditions by van, including arranging for vehicles. Provides formal and informal training/workshops for members on topics related to food and nutrition. Coordinates bi-weekly Good Food Box ordering and distribution. Provides outreach to Neighbours members to encourage participation in the aforementioned programs. Organizes food related events and outings, such as jam-making, baking, BBQs and market trips. Recruit and provide training and support for community kitchen cooks, and other member workers within the program. Involves members in the planning and evaluation of the Food Program through surveys, questionnaires, building meeting and Members Advisory Forum. Coordinates and schedules staff across the organization to attend events, when necessary, in consultation with Managers and Coordinators. Identify and assist in the resolution of conflicts and crises encountered within the social recreation program. Refer issues to Support Workers, Coordinators and the Program Manager when resolution is not achieved. Prepare and submit incident reports.

In-house Catering

Directs catering for Neighbours events such as Board and Committee meetings, Holiday Party, AGM and GMM, serving between 10-200 people. Schedules and supervises members cooking for catered events. Liaises with staff members coordinating the events, regarding the menu plan, food purchase, budget and transportation of food.

Food Supply and Equipment Purchase, Inventory and Maintenance

Identifies food suppliers and sets up accounts, ensuring best quality and prices are obtained. Provides input into kitchen designs and large kitchen equipment purchases. Ensures the inventory of kitchens supplies and food is maintained. Ensures kitchen equipment is clean and in good working order and liaises with the Maintenance Coordinators for necessary maintenance and replacement. Perform other duties as assigned by the Program Manager.

ORGANIZATIONAL RESPONSIBILITIES

Be knowledgeable about and act within relevant legislation, including the Occupational Health and Safety Act, Ontario Human Rights Code, Accessibility for Ontarians with Disabilities Act (AODA), Residential Tenancies Act (RTA), Mental Health Act, Child and Family Services Act, Personal Health Information Protection Act (PHIPA), Social Housing Reform Act, and Ontario Fire and Building Codes. Liaises with external partners such as City of Toronto, Public Health Department and Field to Table. Identify opportunities to advance the mission and develop and execute strategies to achieve organizational priorities. Identify and remove barriers to service excellence. Participate in a work culture of positive thinking, initiative and creativity. Commitment to improve professional knowledge to recognize trends and issues and deal with them effectively. Comply with the policies of Neighbours including those pertaining to the confidentiality of client information. Develop and maintain Participate in and represent the organization at external committees and forums as assigned. Participate in internal committees and/or activities relating to the organization (IE staff, Annual General Meeting, social recreational events, etc.). Keep the Manager informed and updated on relevant issues.

WORKING CONDITIONS

Exposure to household pests, bodily fluids, cleaning chemicals, individuals experiencing crisis, individuals who may be under the influence of substances, and some smoking environments. Working hours are 35 hours per week. Operate independently and work flexible hours including weekends and evenings as required by operational needs. Requirement to travel to and work from other Neighbours locations as required.

COMPETENCIES

Experience working with marginalized people and people with mental illness, particularly in facilitating consumer-run programs. Training and/or experience in operating community-based food programs. Excellent verbal and written communication skills. Ability to balance multiple competing demands in a busy environment. Knowledge of food handling and food safety. Demonstrated experience providing direct supervision to staff. Understanding of data collection and analysis. Experience in volunteer coordination, recognition and leadership development. Skills and knowledge of recovery-based values and principles.
