Halifax Regional Municipality is inviting applications for the temporary, full-time (up to 12 months) position of Fleet Supervisor (Night Shift) in Corporate Fleet.

Under the direction of the Superintendent of Municipal Fleet, the position of Fleet Supervisor is responsible for the support and the continuity of Fleet services for the Halifax Regional Municipality. The Supervisor is responsible for supervising all maintenance of light & heavy vehicles and equipment. The incumbent is responsible for the efficient and effective daily operations of the garage. The Supervisor is also responsible for management, development and leadership of the mechanics within the shop. The Supervisor will oversee all mechanical repairs, preventive maintenance, outsourcing, purchasing, administrative and asset management related to light vehicles and equipment.



DUTIES AND RESPONSIBILITIES:

Supervises the daily operation of the Municipal Fleet and equipment shops, including, but not limited to projecting staff requirements, equipment requirements, availability, and taking remedial action to ensure that all work is completed in accordance with existing policies and procedures. Utilizing Fleet Focus, directs, assigns and monitors the work of staff. Creates daily work schedules that are to be completed on all vehicles and equipment. Deploys staff and approves overtime within budgetary resources and policy. Responsible for the timely processing of work orders, time sheets, invoices and the producing of various monthly reports both written and in a computerized environment. Completes daily employee time sheets and ensures information is complete and accurate. Ensures fleet is available 24/7, 365 per year as required by clients. Repairs must be prioritized and will be subject to operational requirements. Meets with various levels of Management for fleet up-dates on regular or as needed basis. Provides the Superintendent and Fleet Management with information on any infractions of HRM and/or Fleet vehicle policies and procedures so the necessary action can be taken. Assists in development of Standard Operating Procedures for maintenance facility. Responsible for appropriate life cycling of assets including recommendations to the Superintendent of Fleet relative to the acquisition and disposal of vehicles and equipment. Responsible for equipment installation and removal, processing work required to activate vehicles and equipment in Fleet systems. Participates in service planning, development and continuous service improvements through research, investigations and recommendations within Fleet. Ensures service delivery is consistent and meets the needs of the customer. Monitors and reviews attendance for staff. Recruits and makes effective hiring decisions based on human resource policies. Develops staff through delegation, coaching, mentoring and training by arranging formal training, work assignments and other experiences. Ensures consistency within the office through teamwork, sharing of knowledge, resources and communication, including regular staff meetings. Approves and administers employees' work schedules including attendance, overtime, and vacation. Conducts and reviews staff performance development plans. Makes effective decisions and applies corrective action, discipline as required. Administers collective agreements and serves as first line of grievance. Promotes strong customer service, monitors service performance, and ensures that high standards of customer service and satisfaction are achieved. Accountable for staff awareness and adherence to corporate policies (i.e. Respectful Workplace, Occupational Health and Safety, WHMIS and hazardous substances programs, etc.). Other related duties as required.

QUALIFICATIONS:



Education and Experience:

Minimum Grade 12 or equivalent. Interprovincial Red Seal qualified Automotive and/or Truck and Transport Mechanic. Experience with vehicles/fleet operation, municipal experience considered as asset. Supervisory experience is considered an asset. Graduation from HRM's Aspiring Leaders Program is considered an asset, and completion of the program is equivalent to one year of leadership experience. Experience in a unionized environment considered an asset. Standard First Aid Certificate, or willingness to obtain.

Technical / Job Specific Knowledge and Abilities

:

Excellent written and verbal communication skills are required, including the ability to communicate with a wide range of stakeholders, demonstrating tact, professionalism and discretion. Must possess a valid N.S. Driver's License with a responsible driving record. Strong working knowledge of work processes and equipment operation. Knowledge of HRM relevant software, i.e., Fleet Focus, Excel, Word, Outlook, etc. Comprehensive knowledge of occupational safety and environmental regulations and practices. Demonstrated labour relation skills in managing a unionized workforce.

Security Clearance Requirements:

HOURS:

4:00pm - 2:00am, Monday through Thursday, for 40 hours/week. Flexibility is required to meet the needs of the department.



SALARY:

Non-Union MT1; $88,240 - $102,260, salary to be commensurate with experience. (Salary is currently under review)



WORK LOCATION:

Corporate Fleet Head Office (150 Thornhill Drive, Dartmouth).
