will assist the Fiscal Manager in the Department with the management of financial systems, processes, and data, ensuring the timely and accurate preparation of budget and forecast information, and respond to the needs of Health system managers by providing financial information on a monthly basis.
Duties will include but not limited to:
designing, developing, implementing, and managing electronic analytical, reporting, distribution and return processes for the budgeting cycles such that departmental managers and staff with budgetary responsibilities can access and respond to quality detailed and summary budget analysis and status reports on a timely basis.
tracking in detail all the changes occurring during the budget process, identifying the change, allocating the dollars involved to the accounts affected and recording the reason for the change and/or the reference to source documents, and preparing regular summaries for budget managers and division/program managers.
designing, developing, and maintaining salary budgets for approximately 5,000 employees covering some 10,000 compensation accounts including salary, premiums, replacement and benefits, using multiple linked Excel spreadsheets, complex multi-layered conditional analyses, and the ability to read, comprehend and/or develop advanced formulas.
recording new positions and position changes in the position management module of the PeopleSoft system, while working with Human Resources and managers to ensure that positions are posted correctly and in a timely manner.;
coordinating the three quarterly forecast processes including designing, developing and implementing electronic analytical reports, distribution and return processes for the forecasts such that departmental managers and staff with forecast responsibilities can access and respond to detailed forecast analyses on a timely basis.
managing, advising and assisting managers in structuring Chart of Accounts to satisfy management information needs, queries from elsewhere within government, internal needs and CIHI reporting requirements.
providing support for yearend activities including ensuring accurate preparation of supporting working papers and calculations, and accurate financial reporting in the general ledger.
identifying problems with procedures, processes or methods in the financial system that adversely impact on quality data outcomes and taking the appropriate measures to resolve such issues.
designing specifications for and developing automated reports for management.
Minimum Qualifications:
Applicants must have a university degree in Business Administration.
Extensive (5+ years) experience in financial and administrative work.
Specific knowledge of wage levy regulations and their impact on the Department for purposes of budgeting accurately is required.
The ability to understand and resolve complex issues is required.
Excellent organizational, interpersonal, analytical, problem solving, communication and presentation skills are essential.
Proficiency in commercial software's including PeopleSoft, Corel WordPerfect, Microsoft Excel, database software, as well as Oracle Financial Systems.
Knowledge of the health system is essential as well as the ability to work independently and under a demanding workload.
Advanced Excel, including the ability to read, comprehend and/or develop advanced formulas as required.
The successful applicant must have a good previous work and attendance record.
Additional relevant education and experience will be considered an asset.
Salary Range:
$35.30 - $44.14 per hour
Bi-Weekly Hours:
75 hours bi-weekly / Days.
