TOWN OF SAINT ANDREWS Position: Firefighter Driver/Operator & Bylaw Enforcement Officer Pay Range: $23.00/hr-$26.00/hr per plus benefits. This will be a full-time position. Department: Fire Department (Safety Services) & Administration Reports to: Fire Chief & Senior Management JOB SUMMARY: This is a unique role being created to fill needs within the Town of Saint Andrews and the Municipality of Eastern Charlotte. The Saint Andrews Fire Department has a paid Chief, and the balance of the department is volunteers. The successful candidate must be able to respond to calls in a timely manner, even during non-working hours. It\xe2\x80\x99s imperative you can respond when considered on-call. Firefighter Driver/Operator (Approximately 30% of the time): Applicant will be responsible for driving and operating motor-driven fire equipment, all equipment on the fire trucks, and in the station. Assisting the Chief in the maintenance and cleanliness of the station and vehicles will be part of the applicants\xe2\x80\x99 responsibilities. The Firefighter/Driver Operator is responsible for rapidly, efficiently, and safely performing duties under emergency conditions. The applicant will be on call every other weekend. By-Law Enforcement Officer (Approximately 70% of the time): Responsibilities include responding to and investigating public inquiries concerning by-law infractions and taking appropriate action to enforce the by-laws including, but not limited to, public nuisance, traffic and parking, zoning, buildings, business licensing, signage, environmental protection, and other regulatory bylaws for the Town of Saint Andrews and Municipality of eastern Charlotte. DUTIES AND RESPONSIBILITIES: Firefighter Driver/Operator

  • This duty will be for the Town of Saint Andrews only.
  • Drive various fire apparatus to the scene of the incident in response to fire alarms, medical calls, motor vehicle incidents, and other emergency calls.
  • Operates numerous types of rescues, salvage, emergency, and fire suppression equipment.
  • Assist with the overall maintenance of all fire department equipment and scheduling of equipment servicing including reporting any maintenance issues to the Fire Chief.
  • Performs various firefighting operations while attending an incident.
  • Performs First Aid and CPR when required.

  • Works rotating shift schedules which will include weekends, holidays, and extended hours.
  • Able to interpret municipal and department policies and procedures.
  • May assist with fire investigations.
  • Upon returning from a call, it is the driver\xe2\x80\x99s responsibility to assist with cleaning the vehicle and equipment that was used on a call, ensure the booster tank is full, ensure the vehicle is full of fuel, ensure all equipment has been returned to the vehicles, report any defects, or missing equipment to the officer in charge.
  • Other duties as assigned.
By-Law Enforcement Officer
  • This function will be for both the Town of Saint Andrews and the Municipality of Eastern
Charlotte.
  • Investigate and track complaints and complaint areas and manage files to completion and maintain a complete record of all interactions regarding by-law infractions, perceived or actual.
  • Inspect properties to determine compliance with all municipal by-laws, including the
Municipality\xe2\x80\x99s Zoning By-laws and Property Standards By-laws.
  • Research and prepare correspondence, including Orders to Comply, reports to Council, and court materials as well as reports pertaining to investigations.
  • Seek out and obtain witness statements and caution statements from the accused on investigative matters.
  • Attend and give evidence in court.
  • In collaboration with the Clerk, research and provide input into Municipal By-laws.
  • Perform other related tasks or responsibilities as assigned.
QUALIFICATIONS: Education, Experience, and Requirements
  • Grade 12 minimum, post-secondary an asset.
  • Minimum Level 1 Firefighter with Pumper Operator Course.
  • By-Law Enforcement training or willing to obtain within 6 months.
  • Minimum Workplace Standard First Aid with CPR
  • Must possess a current and valid New Brunswick Driver\xe2\x80\x99s class 5 \xe2\x80\x9cE\xe2\x80\x9d licence. (\xe2\x80\x9cE\xe2\x80\x9d Air brake endorsement)
  • Must submit a current Criminal and Vulnerable Sector check from the RCMP. (prior to being hired)
  • Must submit a current Driver\xe2\x80\x99s Abstract from the Province of New Brunswick (prior to being hired).

  • Ability to read and interpret municipal bylaws, legal codes & Provincial Acts.
  • Proficiency with Microsoft Office (Word, PowerPoint, Excel, and Outlook) and ability to use other computer software.
  • Attention to detail and ability to maintain your cool in a stressful situation.
  • Must live within 8 minutes of the Fire Hall to respond to calls as needed.
WORKING CONDITIONS:
  • Must be physically capable of performing a wide variety of physical tasks including walking, running, sitting, lifting, crouching, or kneeling for extended periods of time.
  • Must be able to lift, push, pull, or carry objects up to 50 lbs.
  • Sometimes works at high elevations and is often exposed to cramped workplaces that require getting into awkward positions.
  • Use of specialized safety gear and a special uniform. Regularly wear specialized equipment, such as oxygen tanks.
  • Are exposed to sounds and noise levels that are distracting and uncomfortable on a weekly basis.
  • Are often exposed to extremely bright or dim lighting conditions.
  • Regularly works near moving mechanical parts and in outside conditions that include inclement weather, heat and humidity, cold temperatures, and exposure to noxious fumes and other contaminants.
  • Very high levels of mental and emotional stress will be caused by the requirement to fight fires in an effective manner and deal with bylaw violators.
  • Overtime may be required and/or working for extended hours.
  • Must be able to work flexible hours, including evenings, weekends, and holidays.
