This is inspectional, regulatory and educational work in the application and enforcement of Municipal and Provincial fire prevention by-laws, regulations and codes to ensure the safety of the public and property. The incumbent assists Firefighters in carrying out, and participating in a program of regular inspections of all types of public and private buildings and structures to ensure compliance with fire prevention regulations. Special inspections are carried out in response to complaints, requests by owners or on advice of other municipal personnel and orders may be issued to require compliance with regulations. The work includes recommending ways to reduce or eliminate fire hazards in particular situations as well as conducting more general training and educational programs for public or private groups and assisting in training programs for Firefighters. Some plan checking duties may also be performed to ensure the architects' and engineers' plans conform to applicable fire regulations. The incumbent acts as a Local Assistant to the Fire Commissioner within the Municipality. This position also specializes in the investigation of fires, particularly those of suspicious or unknown origin. With respect to investigations, the work requires a systematic inspection of a fire scene plus interviews with officers, Firefighters and witnesses and the collection and preservation of evidence in order to establish the origin and cause of the fire. During an investigation, an incumbent maintains close liaison with the Fire Commissioner's office, insurance company representatives, Crown Prosecutor's office and/or various other internal and external contacts. Some after-hours callout may be required. Performs related work as required.
Qualifications include the completion of Grade 12 and the ability to work independently and effectively as a team member to accomplish common goals. Knowledge of building construction, building codes, regulations, and by-laws; ability to write clear and concise reports and use problem solving methods when dealing with complaints; ability to make effective oral presentations to the general public; knowledge and ability to work effectively with computers; experience as a Fire Prevention Trainee OR an equivalent combination of training and experience in fire suppression, prevention and inspection is considered an asset. This position will require the successful candidate to wear an SCBA (self-contained breathing apparatus) as operationally required. A valid BC Driver's Licence is required.
