Halifax Regional Municipality (HRM) is inviting applications for one (1) permanent, full time position of Financial Reporting Analyst with Finance & Asset Management. This position is responsible for ensuring accounting transactions are recorded accurately in all company codes, while complying with Generally Accepted Accounting Principles, Public Sector Accounting Board, HRM Policies, and the Financial Reporting and Accounting Manual of the Province. This position is responsible for the creation of the consolidated financial statements and the general rate surplus statements. This includes completion of workbooks and supportive backup provided to auditors. This position is also responsible for the monthly filing of HST to the CRA (Canada Revenue Agency), ensuring the SAP system is working properly, and ensures correct hierarchy is maintained for reporting purposes.

DUTIES & RESPONSIBILITIES:

Accounting Controls & Financial Reporting:

  • Responsible for regular SAP, TRM S4 accounting controls such as opening and closing periods, roll forward balances at year end, create or change cost centres or general ledger accounts, hierarchy maintenance, interface mapping, reconciliation of TRM to SAP which requires regular liaison with Revenue division
  • Recommend and implement any revisions required for automated or manual accounting systems or procedures impacted by HST and maintain and organize all HST files.
  • Assists with all IT testing of SAP upgrades and ensures SAP accounting system is working properly
  • Accounting related duties, such as the reversal of any incorrect accounting document posted to SAP and reconcile FI and CO modules of SAP monthly
  • Responsible for creating quarterly and year-end workbooks for all funds, Balance Sheet and Income Statement Analysis and other documents used to create Consolidated Financial Statements
  • Prepares Consolidated Financial Statements, all notes, and backup to support notes
  • Assists in preparing presentations of financial results for SLT or the Audit Committee/Regional Council
  • Prepares annual Statement of Estimates report (SOE), annual Financial Information Report (FIR), Financial Condition Index Report (FCI) and other related Provincial reports by due dates so that delays in payments of funds to HRM are not delayed
  • Liaises with staff at the Province in order to ensure the proper understanding of Provincial requirements for accounting of HRM results
  • Liaises with Federal Agencies, such as Stats Canada in preparation of requested reports of financial information and delivers reports on time to avoid any penalties
  • Provides backup to perform payment runs, and other disbursement duties in the absence of the Payment Processing Supervisor
  • Preparation and submission of monthly HST returns for the HRM, which includes our Agencies Boards and Commissions and the HRM pension Plan within strict timelines to avoid severe penalties
  • Liaises with HRM BUs for any issues with HST, including providing advice/support of the impact of HST regulations
  • Review and interpret HST regulations, CCRA rulings, interpretations, that may affect HRM transactions and responds to questions from business units regarding HST implications on transactions and trains staff on HST issues as they arise. Required to stay current on federal taxation laws as they change
  • Manages HRM\'s HST and payroll online accounts to ensure the right staff are authorized with access. Review online accounts for correct balance and unusual entries.
  • Preparation of Federal and Provincial Fuel Tax return and all related entries.
  • Prepare annual HST Offset Program Application
  • Preparation of accounts payable entry of over $50k daily audit and biweekly under $50k. Responsible to ensure the payment is correct amounts and vendors to avoid fraud.
QUALIFICATIONS

Education & Experience:
  • Post-secondary degree in Business / Accounting, or Public Administration
  • Five years of broad accounting experience
  • Experience working in a municipal environment is preferred
Technical/Job Specific Knowledge and Abilities
  • Thorough knowledge of generally accepted accounting principles (GAAP), Public Sector Accounting Standards, municipal accounting procedures and regulations.
  • Demonstrated ability to analyze and interpret complex financial issues and reports
  • Demonstrated experience in dealing with sales and local tax issues
  • Strong interpersonal skills
  • Demonstrated knowledge of computerized accounting systems: SAP, Excel and MS Word
  • Researching capabilities via internet, documents and other methods of gathering pertinent information
  • Ability to work in a computerized Windows environment
  • Experience with SAP, year-end audits, HST, would be an asset

WORK STATUS: Permanent, Full-time

HOURS OF WORK: Monday - Friday 8:30am - 4:30pm, 35 hours per week (overtime may be required during peak reporting periods).

SALARY: Level 8 $38.48 per hour as per NSGEU Local 222 Collective Agreement

WORK LOCATION: 5th floor Alderney Gate (40 Alderney Drive, Dartmouth)
