To provide an overall revenue, financial and accounting service to Community and Social Services divisions through research, financial analysis, budget preparation, variance analysis, subsidy revenue and cash management, review of divisional/cluster processes/procedures, risk assessments, enhancing and developing financial and internal controls, participating in multidisciplinary project based team assignments, monitoring corporate accounting policy initiatives and other support.

Major Responsibilities:

  • Prepares the monthly analysis, monitors and reports on the status of Reserve and Reserve Funds for all Cluster programs.
  • Tracks all Council approved commitments for subsidy revenue, Reserve draws, grants and loans.
  • Prepares all capital expenditure and capital variance reports and works with divisions on all capital expenditure related issues.
  • Consolidates cluster submissions and reporting to Stats Canada/Council and prepares other ongoing and ad hoc reports, e.g. Consulting Expenditures and Members of Council Expenditures.
  • Reviews delegated signing authority submissions, makes recommendations to programs and coordinates Deputy City Manager and City Manager approval process and monitors the changes during the year.
  • Monitors, reviews and coordinates the set-up of new cost centres. Monitors cost center changes for all Community and Social Services programs.
  • Liaises with corporate, federal and provincial auditors, AG Office and Internal Control Division for various audit requirements.
  • Prepares comprehensive financial reports/briefing notes/correspondence and other analyses as requested for Senior Management Team and/or Council on financial accounting and variance reporting issues.
  • Conducts research, evaluates alternatives, develops business cases and provides appropriate cost/benefit and financial analysis on various financial accounting issues and initiatives.
  • Conducts detailed analysis and appropriate follow up of financial accounting issues and recommends corrective action.
  • Reviews divisional compliance to cluster/corporate financial policies, processes and procedures, evaluates risk exposure and recommends improved/enhanced processes.
  • Participates in the preparation of the divisional budget.
  • Participates in studies or initiatives from Community and Social Services programs and corporate divisions, identifies financial risk areas, makes recommendations and helps in the implementation of initiatives.
  • Participates on project teams/ad-hoc committees as the Financial Management Section representative and provides a financial perspective that can affect any decisions or recommendations made.
  • Provides advice, guidance and analytical service regarding budget, subsidy revenue, cash management and accounting issues to Division Heads, Directors, Managers and Supervisors.
  • Establishes and maintains an effective program for financial control of various services, service elements and activities.
  • Assists in the preparation of quarterly variance reports.
  • Performs ad hoc analysis, special projects and initiatives as needed.
  • Coordinates and/or provides work direction to a team of staff.
Key Qualifications:

Your application must describe your qualifications as they relate to: * Completion of a CPA designation or an equivalent combination of education and/or experience.
  • Extensive senior level accounting experience in a large-scale organization.
  • Extensive experience processing and analyzing accounts payable, accounts receivable, revenue accounting, accounts reconciliation and general ledger, etc.
  • Extensive experience working with financial and accounting systems, system controls, and computer software applications e.g. SAP, MS Office Suite (Word, Excel, PowerPoint, Access), VBA (Visual Basic Application), Macro, SQL (Structured Query Language)
  • Extensive experience working with large databases to perform data mining, extraction, sorting, query and reporting.
You must also have:
  • Knowledge of project management methodology and standards to coordinate financial reporting projects.
  • Ability to train, mentor and provide effective work direction to accounting assistants and other staff in a team environment
  • Ability to assist in the development of accounting policies based on operational needs and consistent with the overall corporate accounting framework.
  • Knowledge of accounting principles and techniques, policies, procedures, maintenance of general and subsidiary ledgers, deployment of control accounts, reconciliation of accounts, and Generally Accepted Accounting Practices (GAAP).
  • Ability to prepare comprehensive financial reports/briefing notes/correspondence and other analyses as requested for Senior Management Team and/or Council on financial accounting and variance reporting issues.
  • Ability to efficiently extract, organize, and analyze large amounts of data from corporate systems to inform management decisions.
  • Ability to apply innovative methods in interpreting and implementing complex procedures and agreements.
  • Strong analytical, conflict resolution, problem solving, and facilitation skills.
  • Knowledge of the principles and practices of financial analysis in major business and government operations.
  • Ability to prepare reports based on research, analysis and interpretation of data.
  • Excellent organizational, prioritization and time management skills.
  • Excellent customer service and interpersonal skills with the ability to communicate clearly and effectively with staff and internal and external clients in person, by telephone and in writing.
  • Ability to work overtime as required to meet deadlines.
