Reporting to the Manager of Finance, the Financial Analyst plays a key role in supporting the Finance Department's functions within the City of Revelstoke. This position is responsible for assisting in the development and implementation of financial plans, policies, and accounting practices, as well as maintaining fiscal records and preparing financial reports.
As a key resource within the department, the Financial Analyst provides guidance and leadership to team members and serves as the primary point of contact for management seeking financial support, consultation, and advice. The role requires a high degree of independence in collaborating with various departments, resolving financial issues, and implementing finance systems and procedures. Additionally, the Financial Analyst works closely with the Director of Finance and Manager of Finance to assess organizational financial needs and develop effective solutions. The Financial Analyst is expected to assume the responsibilities of the Manager of Finance during their absence.
TYPICAL DUTIES & RESPONSIBILITIES
Analyze financial data, interpret information, legislation, and policy, and provide recommendations.
Prepare complex spreadsheets for financial accounting functions, analytical reports, and financial service statements.
Prepare reports for federal, provincial, and municipal grant programs, liaising across departments for grant application, reporting, and claim purposes. Reconcile projects to funding sources, assess budgets, and forecast. Assist with grant reports and presentations to directors, city council, and committees.
Develop, review, and approve financial transactions and reports.
Work with the Manager of Finance to prepare annual financial statements and associated working papers and documentation, meeting standards required by municipal auditors. Coordinate with external auditors for interim and final audits.
Perform subsequent review of team-supported reconciliations for the year-end audit.
Record capital asset additions, disposals, and amortizations, maintaining related schedules as part of the year-end process, including asset retirement obligations.
Provide technical assistance to municipal staff on financial procedures and systems operations. Provide general ledger (GL) and budget information, assistance, and reports to other departments.
Perform financial reconciliations, internal audits, and assist with implementing internal controls.
Participate in the hiring process, helping to recruit qualified candidates and ensuring successful onboarding of new staff.
Mentor and support clerk/technical finance staff, foster professional development and provide constructive feedback to staff through performance reviews.
Collaborate with team members to create and adopt consistent and efficient processes.
Review accounts payable batches and monitor the bank balance.
Liaise with department staff and external organizations in support of municipal operations.
Research and assist with policy development.
Draft Council or Committee reports.
Works closely with IT to resolve financial software system issues and takes a lead role in financial software implementation.
Provide coverage for the Manager of Finance during their absence, including the authorization of critical financial operations.
Support Director of Finance/Manager of Finance as required.
Other related duties as required.
KNOWLEDGE, ABILITIES & SKILLS
Advanced knowledge and experience with Microsoft Office and SharePoint.
Ability to interpret regulations, by-laws, contracts, and procedures.
Knowledge of PSAB, Community Charter, Financial Information Act, and Local Government Act.
Strong analytical and problem-solving skills
Ability to analyze and interpret various accounting information and determine the impact on tangible capital asset valuation.
Strong attention to detail and accuracy.
Excellent verbal and written communication skills.
Ability to exercise courtesy, tact, and diplomacy in the exchange of information with other city employees, contractors, partner agencies and organizations, as well as members of the public
Ability to maintain harmonious working relationships with staff, elected officials, business community members, and the public.
Ability to work independently with minimal supervision
REQUIRED TRAINING AND EXPERIENCE
CPA Accounting Designation or equivalent.
Undergraduate Degree in Accounting/Finance.
Minimum of five (5) years of progressively responsible accounting experience, with a minimum of two (2) years at a supervisory level.
Experience with municipal ERP software or similar enterprise software.
Provide satisfactory Police Information Check.
