The Ministry of the Solicitor General, Ontario Provincial Police, and the Municipal Policing Bureau is seeking a qualified individual to join our Municipal Policing Financial Services Unit?. In this exciting, rewarding and challenging opportunity, you will provide financial expertise and ongoing support services for all OPP municipal policing arrangements.

About Us:

The Ontario Provincial Police (OPP) is one of North America\'s largest deployed police services with more than 5,800 uniformed officers, 2,400 civilian employees and 830 Auxiliary officers. We provide essential services that ensure the safety and security of the people of the Province of Ontario. The OPP is a division of the Ministry of the Solicitor General, the largest operational ministry in the province with a presence in every community across Ontario. We are the largest police service in Ontario and the second largest in Canada.

The Municipal Policing Bureau Financial Services Unit administers the cost-recovery for policing services provided to municipalities throughout the province. The Unit provides assistance to internal and external stakeholders with respect to matters concerning the municipal policing cost recovery process.

Currently the OPP provides municipal policing to over 325 municipalities in Ontario on a cost recovery basis. The Municipal Policing Bureau ensures a fair, efficient and appropriate cost recovery model for policing services provided to municipalities.

What can I expect to do in this role?

To provide expertise, financial analyses, and ongoing support and services for OPP municipal policing contracts, non-contract and specialized services contracts to ensure the provision of costing information for policing operations; and to research, analyze and assist in the preparation of Treasury Board submissions (TB20\'s) to request base funding for new municipal contracts, and enhancements to existing contracts and renewals.

How do I qualify?

Mandatory

  • Ability to pass an OPP background/ security investigation.


Knowledge, Skills and Abilities:

  • Knowledge of Generally Accepted Accounting Principles and Financial Administration Act.
  • Knowledge of collective agreements, financial control systems and various funds to monitor budget and expenditures, identify and explain variances, and review and participate in developing improvements to financial planning/management and reporting procedures.
  • Knowledge of research skills to research financial controls and budget forecasting methods to recommend improvements to existing methods and procedures.
  • Organizational, analytical and project management skills to determine objectives and priorities, and plan, direct and coordinate various projects within established timeframes.
  • Knowledge of computer applications software including Excel, Access, Word, database software and statistical modeling to analyze and manipulate statistical data; maintain databases; plan, manage and track financial contracts; and produce reports.
  • Analytical skills to interpret and analyze financial and statistical data/information related to contracts and identify and resolve issues related to the accuracy and verification of data.
  • Oral communication and interpersonal skills to deal with a range of stakeholders to present findings and reports; to provide information and advice on financial issues and their implications; resolve financial disputes and invoicing issues.
  • Written communication skills to prepare narratives, financial reports, summaries, and correspondence.
