The Municipality of Chatham-Kent has an opening for a permanent full-time Financial Analyst I, Corporate Accounting in the Financial Services department.

Job description

The Financial Analyst I, Corporate Accounting, is responsible for analyzing and interpreting corporate financial policies, government legislation, accounting theory, or financial regulations and implement or recommend policy, procedure, controls, or action.

Essential responsibilities

  • Demonstrate Chatham-Kent\'s core values and competencies
  • Prepare studies, presentations, reports, and analysis for both internal and external users
  • Establish and manage databases of pertinent information for use in analyzing future plans and forecast
  • Assist in preparing financial statements (audited and unaudited), reports and accounting transactions in accordance with generally accepted accounting principles (GAAP) and in compliance with provincial reporting standards, corporate administrative and Council policies
  • Prepare year end transactions, audit working papers, and various detailed supporting schedules
  • Participate in the review, evaluation, development and implementation of corporate financial systems, ensuring all internal controls are in place and effective
  • Analyze and ensure accurate financial input from all municipal departments. Review and approve all adjusting ledger entries prepared by other municipal staff and adjust as necessary to maintain compliance with government regulations and corporate policies
  • Accurately utilize government reporting software for various government funding programs
  • Liaison with external auditors, all levels of management, consultants, Federal and Provincial government agencies regarding financial reporting, and taxpayers regarding local improvement charges and tile loans
  • Provide financial training and financial software support to all levels of the Municipality, troubleshooting issues as they occur, creating ledger codes and making recommendations as to structure changes as required
Essential qualifications
  • University degree (preferably in an accounting, business administration, or economics related program), with four (4) to six (6) years related experience
  • Financial accounting background, preferably in a related financial analyst position
  • Understanding of accounting practices and concepts, preferably in a municipal environment
  • Experience managing databases for use in analyzing future plans and forecasts
  • Experience with year end transactions, audit working papers, and supporting schedules
  • Knowledge of the following preferred:
  • Generally Accepted Accounting Principles (GAAP)
  • Government funding programs
  • Public Sector Accounting Board (PSAB)
  • Fund accounting system
  • Audit requirements
  • Municipal Act
  • Financial Information Return (FIR)
  • Harmonized Sales Tax (HST)
  • Detailed knowledge of all municipal and Public Utilities Commission department policies, program legislation, budget transactions, and business processes to assist departments in their day-to-day activities
  • Ability to function well in a detail, deadline-oriented environment with constant interruptions
  • Working knowledge of municipal property tax software, MS Excel, JD Edwards (or similar ERP system), FMW, or ReportsNow (or other similar reporting program)
  • Strong computer skills, specifically Microsoft Office (Word, PowerPoint, Outlook) (or similar software programs)
Certifications, memberships, licenses
  • Certified Professional Accountant (CPA) designation or enrollment in the Certified Professional Accountant (CPA) program an asset
Work environment/hours of work
  • This position works indoors
  • This position works weekday hours, with occasional evening and weekend hours
COVID-19 Vaccination

The Municipality of Chatham-Kent no longer requires a COVID-19 vaccination as a condition of employment. Although it is not mandatory to be vaccinated, it is highly encouraged.

Driver\'s licence/vehicle requirements

Because this position would be required to travel, a valid Province of Ontario driver\'s licence with a reliable motor vehicle is preferred.

Background check

Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) prior to commencement of employment.

Essential physical and/or safety requirements
  • Sitting: constant sitting in a chair; infrequent vehicle seat (sitting at workstation for long period of time, exceeding 60 minutes)
  • Hands: constant fine finger dexterity (movement), mousing (writing tools, calculator, computer, mouse, keyboard for long periods of time, exceeding 60 minutes)
Compensation

This position has been temporarily approved for the Market Adjustment Grid (MAG) due to a combination of eligibility criteria, which will be reviewed on an annual basis. The temporary adjusted annual salary range for this position will be $81,646 to $89,112 (based on grade 8 of the 2023 MAG).

The Full-time Non-union (FTNU) salary range is $70,812 to $80,045. Based on the skills, qualifications, and performance of the successful candidate, they will be placed at a progression step between the FTNU job minimum ($70,812) and the MAG job rate ($89,112).
