Job Summary
Reporting to the Provincial Workforce Stability Director - Human Resources Recruitment, Retention & Culture, this position supports the Clinical Resource Coordination Program and Human Resources and liaises with Finance. The role is responsible for analyzing all financial transactions across operational areas of the Clinical Resource Coordination Program and related Human Resources projects, including budgeting, payroll, accounts payable/receivable, and general ledger. It ensures accuracy and timeliness of financial information, participates in internal control reviews and audits as needed, and provides financial insights to project managers to support stewardship of financial assets. Additionally, this position contributes to forecasting, KPI dashboards, and cost tracking for initiatives within the Clinical Resource Coordination Program, including resource pool utilization savings.
This position is accountable for supporting the provincial Project Manager in directing, coordinating, implementing, and evaluating budgeting, financial planning, and reporting services for the Clinical Resource Coordination Program, as well as other Human Resources initiatives as required.
Responsible for collecting, processing, and disseminating qualitative and quantitative reports on financial performance, staffing levels, utilization statistics, trend analysis, and comparative data on forecasting vs actuals.
Job Qualifications
Education:
Bachelor of Commerce or Business Administration required
Master's degree would be an asset.
Certified Professional Accountant (CPA) Designation as well as a member in good standing with the Certified Professional Accountants Association of Newfoundland and Labrador is required.
Experience:
Minimum of three (3) years' progressive experience within the last five (5) years in financial management.
Demonstrated experience in financial analysis, budget preparation, and review within a computerized environment.
Competencies (Knowledge, Skills & Abilities)
Thorough knowledge of Generally Accepted Accounting Principles (GAAP), Meditech financial system, and internal financial controls.
Strong organizational, decision-making, analytical, and problem-solving skills.
Excellent oral and written communication skills.
Proficiency in Microsoft Office (Word, Excel, PowerPoint) and database management.
Ability to manage time effectively, prioritize work, and function in a high-pressure, changing environment.
Self-motivated with ability to work collaboratively and independently.
