Reporting to the Director, Business Planning or a Senior Financial Analyst of the assigned agency within the Provincial Health Services Authority (PHSA), the Financial Analyst, Agency participates as a member of the business planning team which supports the strategic decision making process of the agency. The Financial Analyst, in consultation with the Director, Business Planning or a Business Planning Consultant, contributes financial expertise and administrative support for service delivery modeling, funding applications, operational reviews, and business process reviews. The Financial Analyst also assists with the development of annual business plans and budgets and provides interim and year end financial reporting for assigned programs or departments.

Scope and Complexity

The Financial Analyst\xe2\x80\x99s role is to assist the Director, Business Planning or a Senior Financial Analyst with the provision of business planning services. The Analyst may however also be directly responsible for business planning services for assigned programs or departments that are less complex in nature.

The Financial Analyst is customer focused and interacts with all levels of the agency staff. The Financial Analyst has an understanding of financial and business planning processes and tools, adept with data management and able to work independently.

Reports and analysis prepared by the Analyst are used by members of the executive team of PHSA and the agency as well as funding agencies and the Ministry of Health Services (MOHS). Accuracy, completeness and timeliness of information are essential to informed quality decision making within the organization. Errors or miscommunication could result in inadequate funding, reducing the credibility of the PHSA, incorrect payments to physicians or their employers, other suppliers and service providers, under recovery or loss of funding.

Major segments of the work performed by this position are confidential directly supporting the management committees of both the PHSA and the agency. Inappropriate release of information could compromise strategies and initiatives and seriously impact on the agency\xe2\x80\x99s and the PHSA\xe2\x80\x99s ability to deliver its mandate.

Communications

The Financial Analyst communicates with senior and line staff of the agency. Communication usually involves gathering and exchanging information for issues such as financial resources, program and service delivery changes, new and enhanced programs, physician services and funding, operational reviews, implementation of services and progress on cost savings/revenue generation initiatives.

What you\xe2\x80\x99ll do

  • Working in collaboration with the Director, Business Planning or a Senior Financial Analyst assists with service delivery modeling, funding applications, operational reviews, and business process improvement reviews. Responsibilities include gathering, analyzing, and summarizing information.
  • Assists with the development of annual and multi-year operating budgets for assigned agency programs and/or departments for inclusion in the annual Service Plan and Budget Management Plan. Responsibilities include gathering, analyzing, and summarizing information. In the event there are material changes in funding and/ or expenditures during the fiscal year, assists the Director, Business Planning or a Senior Financial Analyst reforecast agency programs and/ departments annual budget.
  • Reviews interim and year end financial statements, analysing deviations from plan and investigating causes. Prepares written variance analysis highlighting resource utilization, expenditure patterns, statistical and critical indicator data/ information. The Financial Analyst - Agency is accountable for ensuring the financial statements are materially correct and fairly presents the assigned program\xe2\x80\x99s and/ or department\xe2\x80\x99s operations in accordance with generally accepted accounting principles
  • Assists the Director, Business Planning - Agency with the identification and prioritization of capital requests for assigned agency programs and/ or departments.
  • Assists with the provision of training to non-financial agency staff to develop skills in the following areas:
a) Developing operating and capital budgets;
b) Monitoring and interpreting financial and utilization information;
c) Funding and costing methodologies;
d) Analysing deviations from plan and investigating causes; and
e) Competent utilization of computer technology such as B.I. Tools. * Maintains continuing contact with representatives from the agency to ensure both the agency and representatives of the PHSA\xe2\x80\x99s corporate office are aware of changes in business operations.
  • Working in collaboration with Financial Services, identifies and implements improvements to Finance Division processes.
  • For assigned programs and/or departments, assists agency in setting short and long term financial objectives.
  • Undertakes special projects, as required by the Director, Business Planning and/ or agency executive to address agency, program and departmental issues.
  • Performs other related duties as required.

Job Type: Regular, Full-time

Salary Range: $65,884 - $94,708 /year. The starting salary for this position would be determined with consideration of the successful candidate\xe2\x80\x99s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
