Under the direction of the Manager of Early Learning, the Extended Day Program (EDP) Finance Officer is responsible for the preparation of the Extended Day Program operating budget, monitoring and tracking the special purpose financial reporting, and performing other duties as assigned by the supervisor.
Roles and Responsibilities would include but not limited to:
Prepares annual budget, financial statements, and financial analysis for the Extended Day and EarlyON programs
Works with the Early Learning Manager to prepare business plans and submit required reports for program funders
Works closely with the Controller of Finance & Budget to provide budget, forecasts, variance analysis and ensures all financial reporting obligations are met
Conducts a comprehensive evaluation through variance analysis, comparing budgeted figures to actual expenses for all Early Learning departments
Evaluates and recommends new cost methodologies to enhance financial processes, establishes procedures to monitor revenue and expenses, ensuring the implementation of corrective action plans
Performs quantitative and qualitative analysis on various business cases and provide feedback and recommendation to the Manager of Early Learning and the Controller of Finance and Budget
Tracks, monitors and reconciles special grants and prepares related year end working papers for the Extended Day and EarlyON programs, and prepares journal entries and reconciliations as required
Produces monthly revenue (parent and subsidy fee) analysis, and reconciles parent refunds and monthly receivables
Prepares and presents financial statements and budget updates
Engage in an analysis of internal control systems, researching financial issues to evaluate the necessity of recommending alternative controls or practices
Ensures that staffing levels within the Early Learning Department are held within approved levels
Participates in all City of Ottawa and Ministry of Education annual reports/surveys
Assists with internal practices for the City of Ottawa Waiting List requirements
Ensures that all processes are following the OCSB policies and external agency regulations (City of Ottawa)
Facilitate the development and delivery of training Early Learning staff on financial matters (i.e. internal controls, policies, systems)
Liaises with external, internal and government auditors, as well as various departmental staff
Performs other duties as assigned by the Manager
The ideal candidate will have:
University degree in a relevant field
Chartered Professional Accountant Designation (CPA) or in the last phase of the program
Minimum three years related experience
Excellent written, oral, interpersonal and organizational skills
Demonstrated hands-on practical knowledge of accounting software, comfortable with new technologies
Ability to multitask and work independently as well as participate as a member of a collaborative team
Ability to learn new financial applications, advanced proficiency with Excel, other MS office applications and Google suite applications
The following would be considered an asset:
Experience with Microsoft NAV Dynamics, Jet reports, Crystal report writer, and K212 HRP (Human Resource and Payroll Management)
Salary:
This is a
full time (1.0 FTE) permanent
position with a
salary range of $95,098 - $103,153
. There is also a benefits and pension plan available. The anticipated
