Summary

The Finance Manager oversees all financial operations of ACCT, ensuring compliance with non-profit accounting standards, CRA regulations, and funder requirements. Reporting to the Executive Director, the Finance Manager leads the Finance and Accounting team and is responsible for budgeting, accounting, payroll, audit coordination, and financial reporting. The role also supports fundraising efforts and strategic decision-making through financial insight and analysis. This position is best suited for a proactive, detail-oriented professional with a strong understanding of non-profit financial management, grant reporting, and community-based service delivery.

Position Title: Finance Manager

Responsibilities:

Financial Planning and Management

Lead the annual budgeting cycle and set agency-wide revenue and expense targets in collaboration with the Executive Director and Finance Committee. Monitor budgets and forecasts across all programs, providing variance analysis, projections, and recommendations to support timely decisions. Maintain effective cash-flow management, ensuring the organization's financial sustainability and liquidity. Present regular financial reports, dashboards, and updates to senior management and the Board.
Accounting, Audit, and Compliance

Oversee all day-to-day accounting operations including accounts payable, receivable, bank reconciliations, general ledger, and month-end close. Coordinate and prepare materials for annual audits and funder monitoring reviews; liaise with external auditors. Develop and maintain financial policies, procedures, and internal controls that promote transparency and accountability. Ensure compliance with CRA, Employment Standards, and all provincial and federal reporting obligations. Manage payroll and benefits administration in consultation with HR. Filing of annual charity information return. Manage the lifecycle of capital assets, ensuring accurate recordkeeping, maintenance, and compliance through regular audits. Filing of GST/HST Public Service Bodies' Rebate.
Grant and Funding Management

Manage grant and contract budgets, ensuring expenditures comply with funder terms and reporting requirements. Support proposal development by preparing accurate and realistic budget submissions. Track restricted and unrestricted funding and ensure appropriate cost allocations across programs. Assist in financial planning for fundraising and partnership initiatives to strengthen ACCT's long-term sustainability.
Leadership and Collaboration

Supervise accounting staff, providing mentorship and guidance. Serve as a key member of the management team, contributing to organizational planning and strategy from a financial perspective. Communicate complex financial information clearly to non-financial stakeholders, including program managers and board members. Foster collaboration across departments to ensure accurate financial tracking and shared accountability for results.
Community and Equity Lens

Apply an equity-based and anti-oppression lens to financial planning and decision-making, ensuring resources support inclusive and culturally responsive service delivery. Provide financial stewardship for community-specific initiatives that serve Arab and newcomer populations. Uphold ACCT's mission, values, and commitment to transparent and ethical financial practices.
Qualifications:

Bachelor's degree in Accounting, Finance, or related discipline (CPA designation or equivalent is an asset). Minimum five years of progressive financial management experience, preferably in a non-profit or charitable organization. Strong knowledge of non-profit accounting, fund accounting, and CRA compliance. Experience developing and monitoring program budgets, funder reporting, and grant administration. Proficiency in QuickBooks or comparable accounting software, and strong Excel/financial modelling skills. Demonstrated ability to manage audits, develop financial policies, and implement internal controls. Strong leadership, communication, and organizational skills, with the ability to balance strategic priorities and day-to-day operations. Familiarity with issues faced by newcomer communities, and a commitment to ACCT's mission and values.
