As a member of the Corporate Finance Management Team, you will be expected to be a strategic decision-maker. You will possess political acumen and have experience in leading transformational change and enabling innovation. Primary duties include:Lead the preparation and delivery of The City's annual and multi-year operating and capital budgets, including policy development, financial capacity analysis, budget strategies for the Executive Leadership Team (ELT) and Council. Oversee Corporate Program, Corporate reserves and Corporate grants to manage the City's overall financial risk. Provide monthly and quarterly financial updates and forecasts to ELT and Council, supporting timely budget decisions with strategic financial options and analysis. Lead and develop a team of leaders and staff responsible for the Operating Budget Office, Capital Budget Office, Corporate Resource Funds Management, and Corporate Programs and Corporate Efficiencies ensuring continuous improvement of The City's budgeting processes. Represent the Corporate Budget Office at Council Committees, Council meetings, and cross-corporate initiatives providing expert advice and presenting complex budget matters in a clear and strategic way. Work closely with Portfolio Finance to identify emerging budget issues. Review and recommend consistent budget practices, tools and policies that allow The City to respond to budget changes and needs dynamically. Oversee the Enterprise Performance Management (EPM) system design requirements and performance monitoring to ensure alignment with corporate budgeting processes and internal financial reporting in collaboration with Governance, Strategy and Systems team.

Qualifications

A degree in a relevant discipline and a Chartered Professional Accountant (CPA) designation with at least 10 years of related experience, including 8 plus years of progressive management experience including both operational and corporate financial guidance and leadership. Demonstrated success in leading organizational change, developing teams, and delivering results aligned with Council and corporate goals. Expert knowledge of municipal funding, financial planning, budget processes, accounting practices, Public Sector Accounting Standard (PSAS), and requirements under the Municipal Government Act. Strong political acumen and the ability to operate effectively in a complex, multi-partner and highly visible environment. Proven ability to build collaborative relationships with internal and external partners, aligned with City's corporate values, and to represent The City effectively to Council, Committees, and the public. Excellent written and oral communication skills, with the ability to translate complex financial information into clear, strategic advice for decision-makers.
