High Bar First Nation is seeking a Finance Manager to oversee and direct the efficient and proactive management of the Band's financial operations.

This is a full-time position reporting to the HBFN's Band Administrator and occasionally to HBFN Council.

Job Summary



Under the direction of the Band Administrator, the Finance Manager shall effectively carry out all financial duties of High Bar First Nation. The Finance Manager provides support to Chief & Council and staff through the Band Administrator. The Finance Manager initiates and follows through with a variety of tasks, intended to continuously improve the financial operation of the Band.

Develops and maintains timely and accurate financial statements and reports that follow generally accepted accounting principles (GAAP) for review by the band administrator and Council. Administers the financial affairs and operating budgets as directed by the band administrator and the Council. Provide Financial perspective and advice on Economic Development initiatives. Ensures invoices are processed in a timely manner in line with cash flows. Develops, implements, and ensures compliance with internal financial and accounting policies and procedures. Ensures that all statutory requirements of the organization are met including: withholding payments (CPP, EI), Income Tax, Goods and Services Tax, Provincial Sales Tax, and WCB. Prepares and provides timely reporting to external bodies (Indigenous Services Canada, Indigenous and Northern Affairs Canada, Auditor, community). Prepares all supporting information for the annual audit and liaises with the Auditor as necessary. Documents and maintains complete and correct supporting information for all financial transactions. Maintains financial accounting systems for cash management, accounts payable, accounts receivable, credit control, and payroll. Reconciles bank and loan accounts on a monthly basis. Analyzes expenditures for trends, problems, and potential savings, and advises the Band Administrator. Provides financial perspective of proposals for funding and completes applications for funds, informs Band Administrator of the receipt of funds and any related contractual and other requirements. Manages the acquisition continuity schedule. Handles on-line banking by reviewing balances, transmitting payroll, transferring funds, setting up new accounts and processing on-line payments. Ensures all expenditures are approved according to the signing authority policy and schedules signers for each pay period and accounting approval cycle.

Qualifications



Education:



Relevant Post-Secondary Degree and hold or be near completion of a Chartered Professional Accounting Designation (CPA)

Skills and Abilities:



Ability to work independently and build effective interpersonal relationships Ability to work collaboratively with the Band Administrator in the preparation of budgets and funding proposals Proficiency in the use of computer programs for accounting (Account Edge) Ability to self-manage, meet deadlines with attention to detail Recognize and respects all cultural diversity and understands Aboriginal culture

Experience:



Five years of progressive financial experience performing accounts payable, accounts receivable, payroll, general ledgers, budget preparation and financial reporting in a multi-department environment

Compensation: TBD - commensurate with experience



Working Conditions:



May be required to work some non-standard hours to attend meetings of the governing body and during specific periods of the accounting cycle such as the Annual Audit Receives minimal supervision with occasional direction Could occasionally work remote upon agreement with management

Conditions of Employment:



Must obtain and maintain a Criminal Records Check Must obtain and maintain a valid class 5 BC Driver's License Must have a vehicle in good operating condition and appropriate vehicle insurance to and from work Access to company vehicle will be provided when required to attend to HBFN business

Pay: $85,000.00-$93,000.00 per year
