Reporting to Director of Health and partnering with the Associate Directors, the Finance Director will play a critical role in developing, implementing and managing money and resources effectively, guiding financial decisions and maintaining stability of the financial strategy of Onion Lake Health Board Inc. As a member of the senior leadership team, the Financial Director will be an advisor to the OLHBI program managers, evaluating and assisting them with their financial plans and economic modeling. The Financial Manager will be responsible for overseeing all fiscal, audit and fiduciary responsibilities for the organization.
Job Duties:
Create, assist, coordinate, and evaluate the financial programs and supporting information systems of the company to include budgeting and conservation of assets.
Coordinate and recommend changes and improvements in automated financial and management information systems for the company.
Ensure compliance with local, provincial, and federal budgetary reporting requirements.
Oversee the approval, posting and processing of revenue, expenditure, and position control documents, department budgets, mass salary updates, ledger, and account maintenance and data entry.
Prepare financial statements, financial reports, special analyses, and information reports.
Adhere to control framework to implement finance, accounting, billing, and auditing procedures in accordance with generally accepted auditing standards.
Establish and maintain appropriate internal control safeguards.
Works closely with the Director of Health and senior management to develop and monitor budgets on a timely basis for all departments.
Interact with other managers to provide consultative support to planning initiatives through financial and management information analyses, reports, and recommendations.
Maintain and implement short- and long-range departmental goals, objectives, policies, and operating procedures.
Assess organizational performance against both the annual budget and Onion Lake Cree Nation's long-term strategy.
Develop tools and systems to provide critical financial and operational information to the Director of Health and make actionable recommendations on both strategy and operations.
Engage and report to the OLHBI finance, audit, and investment committees around issues, trends, and changes in the operating model(s) and operational delivery.
Oversee long-term budgetary planning and cost management in alignment with Onion Lake Cree Nation's strategic plan
Job Skills & Qualifications:
Degree or Diploma in Finance or Accounting.
Master's degree in finance or accounting is preferred.
5 years' minimum experience in a senior-level finance or accounting position.
CPA preferred
Knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles.
Knowledge of federal and provincial financial regulations.
Experience working with indigenous communities and organizations.
Ability to maintain a high level of confidentiality; Demonstrated meticulous attention to detail.
Technical proficiency to understand accounting software, data analysis tools and applications
Extensive experience and knowledge in dealing with accounting systems, budgets, internal controls, business planning, and asset management.
