Qualifications:
Essential:
An Accredited Assessor as certified by the Association of Assessment Officers of Manitoba (AAOM), or equivalent accrediting body. A combination of equivalent education and experience may be considered.
Extensive experience with valuation of farm properties including specialized livestock operations and farmland.
Supervisory skills, with the ability to coach and mentor staff, and experience in providing guidance on the valuation of farm properties.
Experienced in defending appeals at Boards of Revision and the Municipal Board.
Extensive knowledge of the relationship between assessment and taxation, and between assessment and municipal functions.
Excellent interpersonal skills, with the ability to establish and maintain relationships with staff, clients, industry experts, as well as internal and external stakeholders.
Strong verbal communication skills that enable effective and appropriate communication with a broad range of people at all levels.
Strong analytical and problem solving skills used to resolve conflict and provide solutions to assessment issues.
Experience reviewing, interpreting and applying Assessment related legislation, policy and procedures.
Extensive experience Microsoft Office (Excel, Word, Outlook, PowerPoint).
Extensive experience setting land rates and/or building modifiers at reassessment.
Experience with Computer Assisted Mass Appraisal (CAMA) systems.
Desired: Post-secondary degree or diploma in Agriculture is an asset.
Duties:
The Farm Valuation Coordinator is accountable for overseeing the establishment of value for farm property in the Province as it relates to the sales approach to value. The incumbent ensure that valuation methodology follows best practices, and when applied to farm property, results in assessments that accurately reflect market values at each reassessment. He/she monitors the application of property classes and assignment of exemptions to ensure correspondence with legislation, regulations and court direction. The incumbent had primary responsibility for training staff in valuation, classification and liability as applied to farm properties and for quality control/consistency across the Province. The incumbent ensures that appeals of assessments of farm properties are appropriately addressed, and appears as expert witness at the most contentious farm appeals before The Municipal Board.
