Qualifications:
Essential:
Post-secondary education in architecture, interior design, engineering, building construction, community planning, education, social sciences, business administration or public administration with Masters level preferred. An equivalent combination of education, training and experience relevant to capital planning may be considered.
Experience providing leadership and direction in designing, planning and prioritizing major capital programs, or equivalent programs of high complexity and significant scale.
Experience translating strategic priorities into clear operational and business plans and experience with strategic performance management and measurement systems.
Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results, and to develop and build organizational capacity for the future.
Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
Superior verbal and written communication skills, with experience managing complex, high-level internal and external stakeholder relationships.
Excellent political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
Demonstrated resilience and the ability to respond to challenges in a professional, inclusive and constructive manner.
Strong financial acumen with experience in budgeting and financial management in a public sector environment, including knowledge of summary budgeting and reporting.
Desired:
Ability to communicate in French, both verbally and in writing.
Knowledge of the principles of reconciliation and experience applying them to policy development.
Duties:
Executive Director, School Space Planning
As a member of the departmental Executive Management Committee, the Executive Director is responsible for leading the School Space Planning Branch. Although part of the System Performance and Accountability Division, the Executive Director will have a direct reporting relationship with the Deputy Minister.
Working collaboratively with internal and external stakeholders, the Executive Director leads the strategic planning for capital project prioritization relevant to the growth of instructional space across K-12 public schools in Manitoba. The position is responsible for developing policies, analyzing needs, and establishing evidence-based prioritization to inform the order of implementation for new schools, major additions, and renovation projects to support K-12 public education programming.
The Executive Director provides advice to the Assistant Deputy Minister, Deputy Minister, and Minister of Education and Early Childhood Learning, as well as to executive officials from partner departments.
Executive Director, Capital and Space Expansion, Early Learning and Child Care
As a member of the Early Learning and Child Care divisional leadership team, the Executive Director is responsible for Manitoba's child care capital and space program. The Executive Director leads the Capital and Space Expansion Branch, including program and policy development, project prioritization and implementation. This work advances Manitoba's commitment to expand access to quality child care, working in partnership with schools, post-secondary institutions, health facilities, and Indigenous governments. The Executive Director engages with senior officials across government and across Canada. The Executive Director provides advice to the Assistant Deputy Minister, Deputy Minister and Minister of Education and Early Childhood Learning, as well as to executive officials from partner departments.
