The Executive Director, Strategic and System Transformation and Sustainment reports to the Senior Executive Director, Employee Services and Strategic Initiatives, and is accountable for PHSA\xe2\x80\x99s implementation and sustainment of a new Human Capital Management System, the sustainment of the existing HR/Pay system \xe2\x80\x93 PeopleSoft, as well as strategic and operational projects that require system support or changes to systems and/or processes. The role is accountable for leading the existing PeopleSoft sustainment team, merging current operational project teams, establishing a new HCMS implementation team, and providing strategic leadership and direction for various phases of the implementation and transformation.

The role fosters effective relationships with senior leaders across PHSA, other health authorities, the Ministry of Health and media, to achieve strategic objectives and adopt best practice. As appropriate, the role acts as the main escalation point to senior executives on urgent and/or complex issues, and manages stakeholder expectations.

What you\xe2\x80\x99ll do

  • Provides leadership support to the Strategic and System Transformation and Sustainment team, including the current PeopleSoft sustainment team, a new project team, as well as the HCMS implementation team.
  • Provides leadership to enable a robust operational environment through standardized processes, industry best practice, continuous quality improvement and innovative approaches and solutions to enable/support better patient care.
  • Provides strategic direction and guidance to maintain stabilization of legacy system environments until the new system is live.
  • For the HCMS implementation, oversees business case preparation, pre-implementation preparation, implementation, change management, optimization of processes and operating models, project governance, and sustainment of the new HCMS.
  • Represents PHSA at the provincial forum as the province rolls out the HCMS implementation. Collaborates with vendor, consultants and other health authorities, to ensure a successful implementation and transition from the current system.
  • Oversees all operational and strategic projects that require system support (e.g. Collective Agreement Changes implementation, staff repatriation) or changes to systems and/or processes.
  • Communicates updates and make recommendations on system improvements and process optimization to senior executives, to support informed evaluation and approval of business decisions. Facilitates the implementation of approved recommendations.
  • Accountable for identifying and mitigating risks related to the existing PeopleSoft sustainment team, project team, and the HCMS implementation.
  • Plans, develops, and manages operating and capital budgets, allocates resources, and delivers services within budget that supports the accomplishment of goals and objectives provided in the strategic plan.

What you bring

Qualifications
  • A level of education, training, and experience equivalent to a Master\xe2\x80\x99s degree in a relevant discipline such as Human Resource, IT, and Business Administration.
  • A minimum of ten (10) years of relevant experience in strategic transformation, leadership and development, change management, system implementation and project management, in large complex organizations. Experience in HR technology and transformation is desirable, as is Provincial government or healthcare experience.
  • Demonstrated strategic and decisive leadership capabilities in the areas of leading self, caring about and engaging others, driving change, and achieving results. Leadership experience with a focus on system implementation and sustainment, as well as process optimization. Thorough knowledge of information systems relevant to Payroll and HR. Considerable knowledge of and experience in exercising independent judgment in reaching decisions when dealing with issues and functional responsibilities. Demonstrated knowledge of working in an environment with collective agreements, applicable legislation and regulations. Extensive experience in building and leading teams, while collaborating with external vendor and consultants. Excellent communication skills (verbal and written) with an ability to safely facilitate, negotiate, and persuade others while influencing change and decision making within a broad organizational perspective. Demonstrated creativity and problem-solving ability to manage provincial programs. Client-service orientation, as is the ability to continuously seek and improve service delivery, standards and practices. Demonstrated ability to identify emerging initiatives, trends and industry best practices while ensuring full consideration in the development and implementation of team goals and objectives.

  • Models and supports full team commitment to Indigenous Cultural Safety and anti-racism.
  • Demonstrates humility and heart-led leadership.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC\'s Declaration on the Rights of Indigenous Peoples Act (2019).

Salary Range: TO BE CONFIRMED. The starting salary for this position would be determined with consideration of the successful candidate\xe2\x80\x99s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
