What you\xe2\x80\x99ll do

The Executive Director, Professional Practice and Learning & Development reports to PHSA\xe2\x80\x99s Executive Director for Professional Practice, and functions as the lead of Nursing and Allied Health Professional Practice and Learning & Development across BC Cancer. This role is accountable for the strategic direction and leadership in all matters related to Nursing and Allied Health professional standards, education, research, clinical quality standards and competence of Health Sciences Professionals and Nursing staff. The role leads a team of Professional Practice leaders and oversees related operating budgets, new program development, balances competing priorities and supports workforce planning and role optimization. High-level accountabilities include:

  • Develops the program\xe2\x80\x99s long range strategic professional practice plans, goals, and annual objectives to guide the program into the future and to create an environment conducive to teaching, learning, research and quality of care that is in accordance with the philosophy of patient and family centered care, in partnership with Program leadership. Plans, organizes, implements, manages, and evaluates the development of new professional practice programs and services.
  • Proposes, leads, and directs strategies to improve quality outcomes and advance interprofessional evidence-based care. Ensures an accountability structure embedded within a continuous performance improvement system to promote quality care, patient safety and effective interprofessional care delivery models.
  • Implements changes to professional practice standards to eliminate anti-Indigenous racism and improves equity, diversity, and inclusion and that promotes effective health care delivery that is trauma informed, and culturally sensitive to support equitable access and optimal patient experience and outcomes.
  • Manages complex matrix relationships and partnerships both internally and externally including the PHSA Professional Practice Leadership Team, Regional Health Authorities, other PHSA programs, academic organizations, and community partners. Consulting and facilitates consensus, influences, negotiates, and coordinates action plans with conflicting requirements.
  • Supports the organization in providing a broad spectrum of program-based care responsive to identified provincial, regional, and local population groups, through collaborative relationships to inform policy, strategy, and program development. Promotes inter-organizational, cross-sectoral, and regional synergy to optimize patient care and services across the continuum of care.
  • Provides leadership in collaboration with Clinical Operations, Directors, Medical Directors, education leaders & providers to build and foster practice environments that promote a culture of excellence, safety, respect, collaboration, accountability and mastery and discovery.
  • Oversees human resource management including hiring, termination, and performance management for designated program\xe2\x80\x99s Professional Practice staff. Provides supervisory guidance and direction utilizing effective management techniques (e.g., coaching, mentoring, skill and leadership development, decision making, and coalition building) that support the achievement of required outcomes.
  • Approves annual budgets and monitors overall portfolio expenditures. Manages and is accountable for the effective and efficient utilization of the portfolio budget to enable operational goals and the strategic plans to be achieved. Reviews analysis of activities, costs, operations and forecast data to determine the portfolio\xe2\x80\x99s progress toward stated financial goals and objectives.
  • Oversees compliance to provincial and national standards for nursing and Allied health sciences professional practice. Assumes accountability for organizational knowledge on relevant legislation and requirements that impact and support agency services, and health disciplines, specifically.
What you bring

Qualifications
  • A level of education, training, and experience equivalent to a master\xe2\x80\x99s degree in an applicable health care profession or related discipline.
  • 10+ years\xe2\x80\x99 recent, related progressive experience in a senior leadership position within a large, multi-site organization with responsibility for operational and strategic planning.
  • Current practicing registration with an applicable allied health discipline college in British Columbia (e.g., BC College of Social Workers (BCCSW), College of Dietitians of British Columbia, etc.)

  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission\xe2\x80\x99s Calls to Action (2015), In Plain Sight (2020), BC\'s Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - and how they intersect across the health care system.
  • Models and supports full team commitment to Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and Humility.
  • Continually demonstrates humility in relational and collaborative approaches to leading.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC\'s Declaration on the Rights of Indigenous Peoples Act (2019).
