About Youth Resources Niagara A highly respected multifaceted not for profit agency supporting and empowering at risk youth involved with the legal system, child welfare and the homelessness sector. Location \xe2\x80\x93 Niagara Region Founded - 1979 Employees \xe2\x80\x93 40+ employees Operation \xe2\x80\x93 Youth Resources Niagara operates three residential homes and a variety of community-based programs and services. The Role \xe2\x80\x93 The Executive Director is responsible for providing strategic leadership and direction to achieve the Agency\xe2\x80\x99s mission of supporting youth while advancing its vision and priorities.   • Relevant field with over 12 years\' experience in a senior management position
  • Graduate degree or equivalent experience within the sector
  • Substantial experience working in the non-profit sector
Role: Responsible to the Board of Directors for providing strategic leadership and executive direction to support the organization\'s mission while advancing its vision and strategic priorities. Board Liaison:
  • Works in conjunction with the President of the Board to develop and support the work of the Board committees including
  • Finance Committee
  • Nominating
  • Governance
  • Fundraising
  • Any other ad hoc committees required to carry out the work of the Board of Directors
  • Works in conjunction with the Board in the formulation of all aspects of policy
  • Initiates plans and procedures whereby approved policies are put into action
  • Monitor government policy trends and recommend to the Board strategies to influence government policy
  • Recommend organizational affiliations to the Board of Directors
  • Ensure that relevant and current information is available to the staff and Board concerning critical issues and the status of the rehabilitative and supportive programs
  • Identify new and current issues for consideration by the Board along with proposed action plans
  • Provide links of communication between staff, Board of Directors, and the Ministry
  • Present monthly reports to Executive and Board
  • Participate with the Board in setting specific priorities and objectives within the context of Ministry directives and community needs
  • Review annually with the Board the basic purpose, direction and specific objectives of the agency programs and set strategies for future years
  • Ensure that an effective long range planning process is maintained
  • Develop, for board approval, annual plans and objectives for the staff
Legal:
  • Manage the Agency in line with the provisions of the Constitution, By-laws, and service contracts
  • Monitor parliamentary action which could affect the Agency in this area and recommend action to the Board
  • Recommend changes in the constitution and by-laws when legislative change necessitates
  • Manage the Agency in accordance with all legal requirements
Financial:
  • Develop and present an annual budget to the Board of Directors for approval
  • Ensure effective control of the approved budget
  • Provide the Board of Directors with regular financial reports as appropriate
  • Ensure effective utilization of cash flow in short term investments
  • Ensure portfolio management within approved policy and objectives
  • Report on gifts, bequests and undesignated grants
  • Seek out and obtain funding from various government agencies, corporations and/or foundations to carry out the work of the Agency
Property:
  • Carry out necessary activity to meet legal, security and fire requirements
  • Conduct an annual insurance review and inventory update
  • Monitor legislation affecting the future use and development of the property and recommend Agency action, when necessary
  • Conduct a periodic assessment of the advisability of remaining in the present location and facilities vis-\xc3\xa0-vis other options
Residential Services:
  • Ensure programs and services to residents operate within legislative guidelines and are in line with standard operating policies and procedures
  • Ensure the care and safety of the individual youth engaged in service with Youth Resources Niagara programs
  • Investigate concerns or complaints of youth and/or families regarding the services provided
  • Ensure that serious events are investigated
  • Inform the Board of any issues or concerns that affects the health and safety of the youth receiving service
Personnel:
  • Research and recommend policy changes to the Board
  • Work collaboratively with the Union to ensure healthy/respectful workplace relations
  • Ensure that staff adhere to personnel policies and procedures
  • Provide and ensure effective supervision and performance appraisals of all staff on an annual basis
  • Work with staff members on career planning and staff training opportunities and recommend staff development budgetary provisions
  • Ensure recruitment hiring and exit processes meets Agency standards
  • Ensure that staff meetings are held on a regular basis, as necessary
  • Within the approved staff complement, employ staff necessary to carry out the functions of the Agency
  • Recommend to the Board of Directors when funds are required for additional staff
  • As part of the budget process:
  • Recommend to the Board appropriate management salary ranges
  • Coordinate contract negotiations with O.P.S.E.U. and recommend wage and benefit increases
  • Authorize salary payments in line with Board approved policies
Public Relations:
  • Develop and maintain partnerships, communications and knowledge-sharing with community, stakeholders and funding partners
  • Stimulate collaborative activity with agencies working towards similar goals
  • Develop relevant relationships with public servants and elected officials in support of the work of Youth Resources Niagara
  • Share through conferences, newsletters and communications a unified response to Ministry policies and their effect on contracted services
  • Share current and relevant resource material relating to existing policies for local associations
  • Ensure an active and relevant social media presence
  • Oversee the development and monitor annual fundraising plans and events
Qualifications:
  • Graduate degree in Social Services field or its equivalent
  • Postgraduate training in management, finance, human resources are an asset
  • Professional experience in working with youth
  • Professional experience in supervising staff members and /or support personnel
  • Experience in budget control and sound fiscal management
  • Experience in a unionized environment
  • Comprehensive knowledge of Youth Servicing Systems, including child welfare, youth justice, mental health education and homelessness
  • Ability to work in conjunction with a Board of Directors
  • Above average communication and interpersonal skills
  • Ability to develop and foster community and system-based linkages (e.g. MCCSS, Youth Probation, FACS Niagara, Pathstones)
  • Experience in working collaboratively with government/funders, including provincial, municipal and federal
  • Ability to develop, implement and assess effective rehabilitation programs
  • Must possess a valid driver\xe2\x80\x99s license
  • Required to have Standard First Aid Certificate
  • Police Clearance including the Vulnerable Sector Screening
