Executive Director, Development Services



Salary:

Grade 13, Non Union ($167,713 TO $196,203)



Reports to:

Chief Administrative Officer (CAO)



Purpose of Position:



Reporting to the CAO, the Executive Director, Development Services is responsible for the administration and strategic direction of the Development Services Department, including community planning, and building services.



As a member of the Corporate Leadership Team, the Executive Director, Development Services, is responsible for overseeing all matters related to the sustainable growth and development of the municipality. The Executive Director is a transformative leader, and innovative thinker that helps to champion the transformative change being ushered in through the Lakeshore Horizons initiative, as well as the Municipality's vision as laid out in the Official Plan and the Strategic Objectives of Council and ensures that Lakeshore develops as a complete community with balanced economic, social and environmental outcomes.



Qualifications & Experience:



University degree, with preference given to Urban Planning; Registered Professional Planner designation is required; Must have 10 years of progressive leadership experience; Must have experience with developing operational recommendations and requirements; Must have experience in negotiating contracts; Must have experience leading multi-disciplinary teams; Must have experience in developing strategic and long-range business plans; Must have experience in networking and building strong institutional and community relationships, especially with other levels of government; Must have experience in coaching and developing teams and people Project management experience would be an asset. Experience in working with and leading partnerships across sectors and/or with diverse partners is an asset

Knowledge & Skills:



Excellent transformative leadership and administrative skills to plan, direct, lead and coach professional and technical experts. Must have a strong understanding of municipal growth and sustainability challenges and opportunities. Must have high level understanding of local and regional transit and how these systems can be leveraged to support sustainable urban design. Experience in place-based economic development and housing policy knowledge also an asset. Must have a comprehensive knowledge of and ability to interpret and administer a variety of regulations, Acts, contractual agreements, policies and guidelines pertaining to Community Planning, Building, Economic Development & Mobility, and Engineering and Infrastructure. Excellent managerial and administrative skills. Must be able to demonstrate strong verbal and written communication skills. Must be able to demonstrate effective Report Writing and presentation skills

Major Responsibilities:



Establish and maintain a leadership framework for the department that fosters a culture of constructive teamwork, progressive collaboration, positive respect and quality results. Collaborate meaningfully with other members of the management team and project partners for the implementation of the Comprehensive Development System (CDS) Provide leadership, coaching, supervision and direction to department managers. Oversee the overall department budget including all annual operating and capital budgets for all department-related functions. Provide leadership, input and recommendations on all tenders, requests for proposals and contracts (including through contracted consultants) related to Development Services. In consultation with the departmental management team, undertake strategic planning to develop the long- and short-term strategies, goals, and objectives of the department. Facilitates cross-departmental coordination to advance economic development priorities, remove procedural barriers, and ensure consistent, investor-focused municipal service delivery. Direct the development and preparation of policies, procedures and systems necessary to ensure the effective operation of all divisions under the control of the department. Ensures that occupational health and safety practices are observed and implemented within the divisions and that all regulations and requirements of by-laws and statues are enforced as required. Keeps abreast of all technology, systems and methodologies necessary to ensure the long-term sustainability and effectiveness of municipal systems, community planning, public engagement and service delivery. Actively encourage the advancement of innovative proposals from staff to enhance service delivery through new technologies or processes. Ensure the implementation of strong project management practices and the corporate project management framework. Other duties as assigned.

Decision Making & Judgement:



Develop and recommend short, long range and strategic planning for the municipality in cooperation with the CAO and other members of the Corporate Leadership Team, for approval by Council. Direct managers in the operation of their respective divisions. Develop departmental levels of service for Council approval and identifying and resolving problems for the department as required. In consultation with the managers, evaluate the effectiveness and cost efficiency of services and formulating appropriate recommendations. Demonstrate tact and discretion in handling matters of a confidential or politically sensitive nature and to maintain confidentiality. Develop, implement and/or interpret policies, by-laws, acts, regulations, etc., as directed by the CAO and/or or Council

Leadership Level:



Ability to lead a department through a period of intense change Directly lead and supervise managers within the Department. Provide leadership to the department including change management, performance reviews, training, coaching, and health & safety compliance and assisting with the planning and follow up of operational issues. Strategic planning of human capital resources within the Department Strategic planning of organizational design in each area Plan, prioritize and assign work Participate in recruitment as required Lead and support career planning and development for staff within the department

Financial Management Level:



1. Develop, implement and manage the annual budget for the Department

2. Provide information and participate in Corporate Services with the development and sustainability of key performance indicators for the Department and each Division

3. Ensure Project Management principles are adhered to

4. Project financial variances as part of the monthly or quarterly review; monitor and control budgets in conjunction with Finance.

5. Oversee and provide sponsorship support to departmental projects and corporate projects as assigned.

6. Adapt to changing financial models for planning and development



Interaction Level:



Must have strong organizational and leadership skills. Must have proven ability to lead, establish, and maintain effective working relationships and cross-sectoral collaboration with a diverse group of stakeholders and partnerships within and outside of the municipality, and must be able to effectively manage multiple tasks/projects/initiatives concurrently.



Must have excellent communication skills, both oral and written to provide advice and direction to Council, staff and the general public. Must also have strong skills in networking and relationship building internally and externally.

Works within an office environment. Some exposure to outdoor conditions (field visits as needed) Some travel may be required.

Control over Work Schedule

Office hours being 8:30 a.m. to 4:30 p.m. (35 hours per week) but extended hours to meet deadlines and workload are the norm Required to attend Council, Public and Committee meetings unless otherwise on vacation, sick, or other approved reasons. Lieu time is capped at 35 hours per year
