Victim Services of Simcoe County (VSSC) is a volunteer-driven, community-based charitable organization providing 24/7 crisis support to individuals impacted by crime or tragedy. Operating 365 days a year, VSSC supports victims referred by police, community agencies, and the public by offering immediate, culturally competent, client-focused assistance that reduces trauma and strengthens recovery.

Position Overview
The
Executive Director (ED)
serves as the senior staff leader and reports to the Board of Directors. The ED is responsible for the strategic, operational, financial, and administrative leadership of VSSC. This role ensures the effective delivery of high-quality services, the sustainability of the agency, and the implementation of the Board's governance and strategic directions.
The ED works collaboratively with the Board to advance VSSC's Mission, Strategic Plan, and organizational culture while overseeing all employees and volunteers.
Key Responsibilities
1. Strategic & Organizational Leadership
Partner with the Board of Directors to develop, implement, and evaluate the agency's Strategic Plan.
Cultivate and promote the organization's values, culture, and philosophy.
Ensure all programs and services align with VSSC's mandate, mission, and strategic priorities.
Represent VSSC publicly on program and operational matters (excluding governance unless designated by the Board).
2. Governance & Board Relations
Serve as an ex-officio member of the Board, committees, and working groups (as defined by the Bylaws).
Maintain consistent communication with the Board by providing updates, Serious Occurrence Reports, and identifying risks and opportunities.
Attending at all Board meetings (quarterly), including but not limited to the Annual General Meeting.
Interpret and implement Board policies, submitting monitoring reports as required.
Ensure compliance with VSSC Bylaws and all statutory, regulatory, and funder requirements.
3. Human Resources & Volunteer Leadership
Provide leadership, direction, supervision, and evaluation of all VSSC staff, including the Volunteer Program Coordinator and the Client and Human Trafficking Services Coordinator.
Ensure HR practices meet Board policies and Executive Limitations.
Work with the Volunteer Program Coordinator to recruit, train, support, and manage volunteers.
Foster a positive, inclusive, and healthy work environment that builds engagement and high performance.
4. Program Development & Service Excellence
Ensure processes are in place to develop, implement, review, and evaluate services and programs.
Identify policy and procedural needs; oversee development and approval of all Operational Policies, Standards of Practice, and Procedures.
Review all operational policies at least every three (3) years, or more frequently as needed.
Develop tools for outcome measurement and program evaluation.
5. Financial Management & Fund Development
Lead financial management within the approved annual operational and capital budgets.
Collaborate with the Corporate Services Committee on budget preparation, submission, and evaluation.
Ensure appropriate and compliant disbursement of program funds.
Oversee processes for managing donations.
Demonstrate success in grant writing, funding proposals, and financial stewardship.
Work collaboratively and effectively with appropriate Government ministries to ensure that VSSC meets all requirements and criteria for annual grants and funding.
6. Reporting, Compliance & Administration
Complete all semi-annual and annual funder reports.
Ensure documentation supports maintenance of corporate and charitable status.
Oversee compliance with funder metrics, legal obligations, and internal policies.
7. Stakeholder Engagement & Partnerships
Build and maintain strong relationships with senior police partners, government agencies, law enforcement, justice-sector stakeholders, and community organizations.
Promote collaborative approaches to supporting victims of crime and tragedy.
Qualifications & Required Skills
Education & Professional Standing
University degree in Social Work, Criminology, Psychology, Social Services, or related human services field, OR an equivalent combination of education and experience.
Valid driver's license and vehicle liability insurance.
Clear current police check and vulnerable sector check / Broad Record Check (per 2025 provincial requirements).
Ability to provide services in French or meet FLS active offer requirements.
Experience
Demonstrated success in a senior leadership role in a similar human-services or non-profit organization.
Experience with corporate governance, human resources, financial management, and program evaluation.
Proven ability in grant/proposal writing and fund development.
Experience leading volunteer programs (asset).
