There is one Part-Time permanent Evaluation and Decision Support Analyst position available starting on July 21, 2025, working 30 hours per week.



Your Role

:



Manages and analyzes data to inform and guide conversations, thinking, development and delivery of social services to ensure services align with the needs of the community. Supports in the organization, collection, analysis, translation, and dissemination of evaluation data to support program and client outcomes. Supports leadership in effective use of proactive and predictive human-based data; translates needs into data solutions that help guide service delivery, clinical care, and program quality improvement. Coordinates agency, regional and provincial level database and evaluation projects. Works collaboratively to resource and support Data and Evaluation Team projects and tasks. Use responsive communication to develop relationships and deliver outstanding customer service to all stakeholders. Works intentionally from an anti-racist, anti-oppressive and equity perspective to further create a sense of safety and belonging at the Agency.

Tasks:





Ministry and Lead Agency Reporting:



Coordinates data elements/measures collection, analysis, quality and reporting to support effective service delivery and positive outcomes for children and youth.

Supports the collection, organization, analysis, summary, and dissemination of data and reports for annual service contracts (e.g. statistics reports to funding bodies), as needed.

Supports data management for Lead Agency and Coordinating Lead Agency, as needed.

Provides training and support for other agencies through the Coordinating Lead Agency as needed.

Supports data quality initiatives for the EMHware Provincial User Group, as needed.

Supports liaison with Ministry regarding definitions, inquiries, variances, reporting requirements and meetings, as needed.

Develop reports, analyses and presents findings to lead agency, senior leadership, program leaders, staff teams as needed, for example, to support service planning, annual reports, operational planning, program development.

Participates in Lead Agency Advisory Council meetings, as needed.



Program Evaluation:



Identifies necessary data, data sources and methodologies; creates data measurement forms/methods and databases as needed.

Leverages advanced statistical analysis methods to create and communicate insightful recommendations to program staff.

Engages and guides program leadership, staff and treatment teams in identifying learning needs, developing data measures and reviewing results that guide client service delivery, clinical care, program planning, decision making and quality improvement.

Participates in selection and/or design of instruments and platforms for measurement-based care and collection of client experience information. Supports analysis and translation of this data.

Collaboratively supports other evaluation roles as needed.

Leads evaluation projects as the need arises.

Supports leadership with proactive/predictive data analysis.



Management Information Systems:



Assists in designing and selecting appropriate technology for collection of statistics for program monitoring and evaluation.

Adapts existing software programs to meet program monitoring needs.

Teaches and supports staff in the use of management information systems.

Supports with responding to staff assistance requests regarding the management information system.

Works with vendors to report issues and provide feedback on improvements to the system.



Data Quality and Integrity:



Identifies and addresses expected and unforeseen data complexities to mitigate impact on the associated outcomes and decisions.

Clearly communicates data issues to improve data quality where possible.

Feeds data quality issues back to the MHS leadership and local core service providers to assist in the goal for high quality data.

Assesses evaluation program, refining methods and developing improvements.

Adheres to industry and agency standards for privacy and data integrity to ensure high quality, meaningful data measures and results.

Reviews data on an ongoing basis, making corrections as required, maintaining fidelity to program standards and ensuring integrity of data for future research.

As needed, participates in Waterloo Region EMHware CSP Quarterly Meetings and provides data analysis.



Administration and Support:



Develops and maintains project work plans, tracking and reporting progress; keeps evaluation team and stakeholders apprised of project status.

Assists and teaches others within the agency on how to define meaningful processes, performance measures and reports.

Shares development and process knowledge with others in order to assure consistency and continuously build a core of analytical strength within the organization.

Supports partner and sub-contracted agencies.

Documents evaluation procedures in operations manual.



Other:



Participates in supervision the Clinical Director, Mental Health Services

Represents the Agency in the community.

Participates in agency committees and task forces.

Complies with the policies and procedures of the Agency as outlined in the Policies and Procedures Manual

Complies with the duties imposed by law or contract and the policies and procedures for performing the job in a safe and healthy manner.

Takes an active role in promoting and protecting personal health and safety and the health and safety of others, both staff and consumers. (Sec.28(1)OHSA)

Performs other duties as assigned.


Your Talents and Experience:





Relevant degree in social sciences or health related discipline at B.A. level or equivalent. Talent in database software management and predictive data analytics, comfort with software platforms and data manipulation, ability to learn new applications and platforms readily. Strong critical thinking and collaborative communication skills, strong written and verbal communication. Ability to interact with and relate to a wide cross-section of staff, including provision of in-service training for agency staff. Strong organizational skills and attention to detail, as well as time management and ability to manage multiple tasks and meet timelines. Ability to take initiative and work independently as well as collaborate effectively. Demonstrates alignment with the agency's commitment to antiracism, anti-oppression and equity practices. Must possess or be able to obtain a broad knowledge of Mental Health Services programs and possess a commitment to objective ongoing program evaluation. Proficient in Microsoft Word, Access, Excel, and databases.
