Job summary

Reports to the General Manager, the Estimator supports all Pacific Bids & Estimates and helps develop price proposals by performing estimating duties such as bid document management and organization, preparing take-offs for construction projects and researching information for incorporation into bids.



Primary / Essential Responsibilities and Duties
Reviews tender documents and attends pre-bid meetings to determine scope of work and required contents of estimates.

Analyzes tender documents, plans, specs and other documentation to prepare time, cost, materials and labour estimates.

Manage quantity surveys and take-offs as required.

Manage detailed material lists based on the tender documents and specs and forwards to Material Manager for pricing.

Reviews and incorporates historical data from prior estimates, purchase agreements and subcontracts in order to gain information for current bids.

Analyzes and evaluates bids from subcontractors for their completeness and accuracy in scope of work.

Develops scope of work for subcontractors and suppliers.

Solicits subcontractor/vendor for pricing.

Prepares submission and coordinates for bid day with other staff involved in the estimating process.

Ensures compliance with the tender documents/requirements.

Ensures all general conditions of the tender document are met i.e. insurance/bonding/special requirements.

Liaises with the management for strategic estimate approach and feedback on estimates.

Leads bid review process

Creates initial construction schedule and cash flow forecast

Tracks and follows upcoming projects within SharePoint and updates weekly.

Prepares and presents project turn over package upon award of contract.

Performs other related duties as assigned




Qualifications:
Bachelors degree in Engineering or related field

A minimum of five (5) years of relevant estimating experience preferably gained in the construction or railway industry.

Ability to read, understand and interpret drawings and specifications

Proficiency in reviewing contract documents.

Strong verbal and written communication skills.

Strong presentation skills

Ability to effectively manage multiple tasks and priorities, and meet deadlines.

Proficiency utilizing common business and estimating applications such as Microsoft Office products, Hard Dollar, Explorer or JD Edwards software.




Physical Requirements and Working Conditions
This is full-time position;

Occasional weekend or night work may be required;

Occasional exposure to outdoor construction sites in all weather conditions may be required;

Majority of the field work is on and around live track (trains);

Work may be in urban, rural or isolated areas. Accommodations and transportation will be provided, if required.
