POSITION TITLE:



Environmental Services Manager (ESM)

POSITION SUMMARY:



Provides leadership to the Housekeeping, Maintenance and Laundry staff in all aspects of the delivery of environmental services within established legislative standards. Effectively manages human, material, and fiscal resources.

In collaboration with the Residents Care team develops and implements residents focused programs, policies and procedures.

Monitors the quality of care and services delivered to clients through effective quality improvement activities.

REPORTING RELATIONSHIP:



Reports to the Director of Operations

BASIC QUALIFICATIONS FOR THIS POSITION INCLUDE:



Post-secondary degree or diploma. Two (2) years' experience in a managerial or supervisory capacity. Experience in general maintenance and repairs.

. Knowledge of commercial cleaning and laundry equipment, chemicals/agents, laundry products and methods/processes. Some previous experience in performing housekeeping and laundry functions. Supervisory skills required to manage staff and resources. Knowledge of safety rules and procedures and legislation pertaining to housekeeping and laundry operations.

. Ability to read, write and understand oral and written instructions. Basic knowledge of mechanical and electrical systems, plumbing and carpentry; ability to read and interpret manuals related to equipment and systems.

. Ability to evaluate and determine when the services of skilled trade's people are necessary. Skilled in the use of a wide range of tools.

. Ability to train, direct and supervise others.

. Knowledge - possibly Journeyman in one (1) on the mechanical /electrical trades.

Responsibilities



Leadership

Provides direction to the environmental team in all aspects of environmental services

Interprets nursing philosophy, and in collaboration with the nursing team establishes and implements goals and objectives.

Holds staff meetings on a monthly basis

Provides direction to staff as required

Develops, implements, evaluates and supports new environmental programs and services based on best practices

Interprets LTCHA and Regulation 79/10 legislation to the nursing team and monitors compliance to standards through continuous quality improvement activities.

Demonstrates the ability to effectively communicate with the interdisciplinary team, residents and families

Provides leadership and acts as a role model when dealing with the interdisciplinary team, residents and family conflicts

Acts as a mentor for staff in conflict and problem resolutions, communication, personal and professional growth

Develops policies and procedures consistent with applicable legislation

Provides direction and support to contract staff

Promotes and fosters an environment where staff feels valued and involves staff in the various departments in decision making.

In collaboration with the interdisciplinary team and families evaluates environmental needs and makes recommendations

Conducts rounds throughout the shift and monitors building cleanliness, maintenance and staff performance

Provides on-going education to staff through the implementation and monitoring of SURGE learning

Human Resources



recruits, retains and terminates environmental service employees

Adheres to human resources policies when recruiting and hiring new employees

Demonstrates an understanding of staffing patterns, and scheduling activities

Monitors staff absenteeism in accordance with the attendance management program.

Conducts staff probationary , initial annual performance and bi-annual reviews thereafter

Counsels' staff in areas of non-compliance, inappropriate and unprofessional behaviour. Utilizes the progressive disciplinary process when disciplining employees

Addresses all issues with staff in a professional manner

Assists with the implementation of staff recognition programs

Refers employees to EAP as needed

Conducts an in-depth investigation of serious resident, staff and family issues, and allegations of abuse. Keeps the Director of Operations informed of outcome(s) of investigation.

Demonstrates sound knowledge of the resident bill of rights and monitors residents care to ensure staff respect residents' rights

Supports environmental staff on WSIB with early safe return to work programs

Fiscal Management

Ensures the purchase of and budget for any required maintenance housekeeping and laundry equipment

Monitors supply budgets to ensure that these are being effectively managed.

Coordinates Capital projects with the ED and the Reserve Committee

Orders supplies based on needs and monitors costs

Monitors absenteeism

Communication



Effectively communicates with the interdisciplinary team, residents, families, and external stakeholders

Holds staff meetings monthly to introduce new programs, policies, quality improvements, new initiatives, changes in practices and policies

Attends monthly Resident Town hall meetings

Able to diffuse conflicts effectively and is solution oriented

Utilizes available technology/methods to assist with communication

Coordinates with the interdisciplinary team to ensure all aspects of environmental services are met

Initiates and follows through on Client Service Response forms as required

Communicates risk issues in a timely manner

Ongoing communication with the ED

Quality/Risk Management



In collaboration with the Quality Team, Leadership and Environmental teams develops, tracks, and evaluates quality and risk indicators

Attends internal Quality Team meetings as assigned and involved in quality improvement activities

Conducts monthly work order, preventative maintenance audits to ensure compliance with documentation standards, internal policies and procedures, and legislation

Collates and analyses the Environmental Services section of the monthly/quarterly CQI report.

Provides the evaluation of all environmental program and services for relevance, quality, and effectiveness

Identifies potential liability issues and acts to minimize risks

Maintains maintenance Rounds data. e.g. wheel chairs

Demonstrates a good understanding of infection control and appropriate preventative procedures. Monitors and tracks near misses, adverse and sentinel events

Required to understand the nature and meaning of quality indicators used by the organization and to understand which indicators are publicly reported.

Required to participate in the improvement of the indicators and achieve satisfactory results.

Safety



Adheres to Occupational Health and Safety practices

Conducts monthly fire drills and yearly emergency and mock disasters

Promotes a safe and healthy working environment

Acts a Co-Chair of OHS Committee

Monitors and logs near misses, adverse and sentinel events

Monitors and ensures that the Risk Management Module is completed

Tracks and analyzes medication incidents on the NSIR website

Audits the documentation of the pre-start up checklists for the mechanical lifts and emergency equipment

Investigates and reports employee work related accidents to the Occupational Health and Safety committee

Promotes a workplace free of violence and an environment that encourages disclosure of Personal Relationship Violence (PRV)

Initiates WSIB Incidents forms when needed and reports incidents to the applicable department head.

Provides First Aid if necessary

Committee/team involvement

Co-Chairs the quarterly Occupational Health and Safety meetings

Attends other committees/teams as requested or required including Quality, Risk Meetings and all others as assigned

Participates in Leadership meetings

Professionalism/Work ethic

Always conducts self in a professional manner when dealing with staff, families, residents, and external clients

Represents the Home in a professional manner when attending outside seminars, committees, and meetings with outside agencies.

Completes all assigned training required as per the LTCHA and Regulation 79/10.

Programs



Responsible for the coordination, effective implementation, and evaluation of all environmental related initiatives

Registered Staff will be assigned the overall coordination of one or more programs/activities however each Reg. Staff requires to be knowledgeable of all programs

Physical Demands

RESPONSIBILITIES TO HEALTH AND SAFETY:



Is aware of employee's responsibilities and follows all Health and Safety policies and procedures. Works safely to reduce the risk of injury to self, co-workers and residents Is alert to and properly reports all actual or potential hazardous situations to immediate supervisor. Is aware of WHMIS regulated products and takes safety precautions accordingly. Ensures employees are using PPE when handling hazardous substances. Does not operate or use faulty equipment Promptly reports personal injury to immediate supervisor and seeks first aid as needed Participates in fire safety demonstrations and fire drills and knows the Home's emergency plan Renders first aid as required

Has a good understanding of the responsibilities of the "Competent Supervisor" under the Occupational Health and Safety Act.

Is aware of how and when to use personal protective equipment (PPE).

Conduct monthly inspections of the department to identify hazards and observe workers to identify performance gaps and commend employees who are following and mentoring safe work practices

Conduct safety talks on at least one health and safety topic at each staff meeting

Ensure that health and safety is a regular agenda item at all staff meetings

Conduct incident investigations with employees and determine corrective actions

Ensure orientation training is completed for all new employees

Support the JHSC and ensure that JHSC members are given time to conduct workplace inspections

Complete an annual refresher of WHMIS and safe chemical handling with appropriate staff
