Nova Scotia Environment and Climate Change (ECC) has a mandate to protect the environment, and human health through regulatory excellence, conservation, partnership and promotion. As part of the Resource Management Unit of the Environmental Assessment Sustainability and Applied Science branch, you will be a member of a small, tight-knit collaborative, collegial and accomplished group of professionals. About Our Opportunity

As Solid Waste Resource-Management Environmental Analyst, you will work closely with other members of the Resource Management Unit to support circular economy and waste management initiatives that our team is undertaking including expanding extended producer responsibility programs, reducing the use of single use plastics, and reducing solid waste disposal rates to no more than 300 kilograms per person per year by 2030.

Reporting to the Manager of Resource Management in the Sustainability and Applied Science Division, the Environmental Analyst will join a highly experienced and successful team, who along with their municipal counterparts, have positioned Nova Scotia as a world leader in solid waste management.

Primary Accountabilities

The Solid Waste-Resource Management Environmental Analyst will provide the department and external clients with resource capabilities in solid waste diversion and disposal required to help Nova Scotia reach its ambitious solid waste goals.

The Environmental Analyst will be involved in the development of regulation, legislation, policies and programs. The incumbent is responsible for development, coordination, delivery, education/ promotion, and evaluation of solid waste programing including but not limited to extended producer responsibility and product stewardship. As part of Nova Scotia\xe2\x80\x99s solid waste management team, the Analyst will help or lead in the creation/renewal of strategic plans.

The Solid Waste Program Environmental Analyst will conduct research and analysis that contributes to recommendations on the implementation and delivery of solid waste initiatives and or programing. The incumbent is expected to provide specialist advice in writing or by presentation to other departments, Nova Scotia Environment and Climate Change leadership teams, other partners, and the public, in the area of solid waste and resource recovery. The Environmental Analyst will ensure successful outcomes of projects, policies, initiatives, and regulations.

Qualifications and Experience

A Bachelor\'s Degree in Environmental Sciences, or other relevant post-secondary concentration plus minimum 2 years related experience is required.

Knowledge and experience in research, planning, project management , critical thinking, analysis and report writing are required. Proficiency with Microsoft Office Suite and computer literacy is also required. This includes:

• A proven track record in policy development, research and synthesis of evidence in a policy context;
• Experience with stakeholder engagement and/or partnership building; and
• Experience in the ability to manage and prioritize concurrent tasks within a fast-paced, dynamic environment.
• Excellent interpersonal skills and a high level of competence in written and verbal communication are essential.
• A broad knowledge of environmental issues and municipal and non-governmental organizations in Nova Scotia.
• Strong knowledge of, and work experience in, extended producer responsibility programs and product stewardship initiatives.

In addition to the above requirements, the following experience will be considered an asset:

• Experience developing and implementing solid waste policies in the provincial or municipal government environment.
• Strong understanding of Nova Scotia\xe2\x80\x99s regulatory framework (including the Environment Act, the Solid Waste Management Regulations and the Environmental Goals and Climate Change Reduction Act), the mandates and roles of the municipal level of government, and that of Divert NS.
• Experience in program development and evaluation;
• Experience with project management, developing legislation and regulations;
• Experience in completing cost-benefit analyses of government policy;
• Experience in the field of solid waste-resource management;
• Experience working with diverse and under-represented communities on environmental issues;
• Understanding of socio-economic factors that influence solid waste policy and programs;
• Understanding of how initiatives and policies impact people, communities, and businesses differently;
• The ability to apply theory and best practice to identify creative, practical, and defensible approaches to overcoming challenges; and
• The willingness and ability to share data, ideas and experiences with colleagues that may assist with policy planning or partnership building.

An equivalent combination of training, education and experience may be considered. Applicants relying on education and experience equivalencies must demonstrate such equivalencies in their application.

• Masters in Environmental Sciences or related field, may be consider in place of the 2yrs experience

Working Conditions

• 35 hours/week
• Hybrid Work Model - Ability to work remotely up to 3 days per week (under current policy)
• Occasional travel may be required
• May be requirement to work outside of normal hours to meet necessary deadlines

Pay Grade: PR 10 - PR 15

Salary Range: $2,251.48 - $3,348.16 Bi-Weekly
