Under the direction of the Manager, Enviro Canadian Ops, Environment & Regulatory Department, this is a mid level position involving both office and field assignments which are technical, regulatory compliance and environmental management in nature. The position assists EHS and management staff in the implementation of environmental programs including technical oversight of two wastewater treatment plants, environmental sampling and monitoring (surface water, groundwater, soil, air and noise), waste management, contaminated sites, environmental management systems and GHG reporting. The incumbent is also responsible for preparing and developing environmental permit amendments/submissions, writing correspondence and reports to regulators. They are required to observe construction of civil and mechanical work to estimate, plan and coordinate environmental projects and activities with terminal Operations and Maintenance, public utilities, municipalities, and other regulatory agencies.
Duties and Responsibilities:

  • Responsible for supporting the ongoing implementation and coordination of various environmental programs including: water treatment plant operation; environmental field sampling (air, noise, water, soil); hazardous goods and waste handling/manifesting/transport and disposal; contaminated sites remediation/soils management; groundwater monitoring and environmental assessment.
  • Maintain and update above mentioned programs and associated procedures as required in support of the corporate and site specific environmental management system.
  • Ensure awareness of environmental policies and procedures within department, ILWU workforce, client groups and across organization in general.
  • Develop, co-ordinates and delivers environmental training, including TDG, Opacity, regulatory permits and foreman training.
  • Undertake document reviews, revisions and development of site specific procedures including Hazardous waste and water treatment plant management.
  • Provide and/or facilitate remediation and environmental assessment technical assistance to Company personnel; specifically to Operations, Maintenance and Engineering staff.
  • Facilitate open communication and collaboration with Site Senior Management Team
  • Assist EHS, Maintenance and Operational teams to develop project cost estimates and prepare annual budget and strategic sustaining capital plans. [in addition to fiscal tracking]
  • Liaise with Regulatory Agencies and interested Stakeholders.
  • Contractor management - coordinates technical staff and consultants participating on environmental projects, project management and fiscal tracking.
  • Meet with contractors to review Job Hazard Analysis (JHA) for daily work activities and issues safe work permits.
  • Coordinate project activities with other departments and ensures seamless communication with all affected groups.
  • Deliver safety orientations to contractors and consultants.
  • Assist with corporate level and external third party EHS assessments and audits applications/ amendments/ submissions.
  • Facilitate the collection of data and submittal of regulatory reporting and internal compliance tracking information (e.g., waste manifests, water treatment plant quarterly and non-compliance reporting, National Pollution Release Inventory (NPRI) reporting and corporate sustainability/GHG reporting).
  • Maintenance of site environmental records.
  • Review scope and drawing packages for site ground disturbance activities and participates in pre-dig review meetings:
    • Completes field review and inspections to ensure compliance with soils management plan associated with each construction project.
    • Advises maintenance and engineering staff on potential conflicts and recommends storage locations, stockpile identification numbers and marking for all surplus construction soils generated on site.
  • Assist in preparation and distribution of technical documentation and drawings packages associated with the site initiated Management of Change reviews.
  • Work with other team members to ensure schedules, budgets and quality control standards are achieved.
    • Assists in project management activities associated with the site environmental and sustaining capital projects and is responsible for all Safety, Quality and Environmental aspects of these projects.
  • Provide technical support to Environmental Unit during incident/emergency response.
  • Provide Environmental support to Prince Rupert Terminal, including yearly reporting requirements, spill response.


Qualifications
  • BSc Environmental Science, Environmental Engineering, Diploma in Environmental Engineering / Environmental Protection Technology, Chemical, Civil, or Mechanical Engineering Technology (BCIT, Kwantlen Polytechnic University, NAIT, SAIT, etc.)
  • Currently has a professional designation in the Province of British Columbia or eligible to obtain a designation.
  • The candidate should have either a minimum of 5 years experience; or 3 years experience in combination with education; in environmental sciences, engineering or management role based in a heavy industrial work environment.
  • Candidate should also have a minimum of three years experience dealing with regulatory compliance, reporting and recordkeeping. Knowledge of ISO 14001 and auditing skills is considered and asset
  • Expertise in water treatment plant operations and familiarity with bulk materials handling sites would be ideal.
  • Extended periods of intense concentration may be required at times during technical review and budget review.
  • Must be physically capable of lifting up to 40 pounds, bending, twisting and moving related to air quality, water and soils environmental sampling and to carry out project quality, health and safety and progress inspections/field reviews. Some confined space entry, climbing of stairs/ladders and working at heights may be required during field inspection and supervision of projects.
  • Some overtime may be expected to meet demands of the position particularly during environmental projects (construction, start up and commissioning phases).
  • This position will be primarily office based with approximately 30% of time spent outside in an industrial environment.
  • Some travel and site visitation of other terminals within the Terminals - Western Region may be required at times. Estimated frequency between two to five trips per year usually lasting between three to five days each.
