POSITION SUMMARY

Conduct engineering reviews including, but not limited to, environmental assessments, traffic control, storm water management, road design, infrastructure design, property acquisitions, utility installations and construction inspection.

DUTIES AND RESPONSIBILITIES (not listed in order of priority)

1. Carry out various engineering investigations, both in the office and in the field, relating to the condition of storm water management, infrastructure, traffic control, and maintenance of records. 2. Investigate and provide comments for committee of adjustment applications, site plan, county or local official plans and amendments, zoning by-laws and entrances in relation to transportation engineering issues. 3. Interact with contractors, consultants, the public and municipal road staff on construction related work and take appropriate action to resolve problems or concerns. 4. Carry out inspection responsibilities on various road construction projects. 5. Review and comment on engineering drawings and environmental assessments for capital road construction projects, subdivisions and site plans. 6. Determination of information required and completeness of applications and engineering submissions. 7. Field examinations of subject sites, entrances and surrounding lands. 8. Apply County, Provincial, Federal and local municipal planning and engineering guidelines, policies and legislation. 9. Advising of and interpreting County planning and transportation policies, by-laws and guidelines. 10. Consultation and meetings with contractors, applicants, local municipal staff, ministries, private and public agencies, and the public. 11. Research and data compilation for land ownership inquiries. 12. Prepare reports and recommendations to Corporate Services Committee, and presentations when required. 13. Prepare and review documentation and traffic control layouts for Road Occupancy permits. 14. Prepare and manage legal documents, land acquisitions, by-laws and securities for development related road construction projects. 15. Ability to prepare and execute legal agreements and by-laws. 16. Prepare reports and by-laws for various legal agreements, by-law amendments, exceptions and land acquisitions. 17. Review and comment on utility installations. 18. Monitor existing and future utilities. 19. Review all legal invoices for projects and Ontario Municipal Board hearings. 20. Organizing witness statements and exhibits. 21. Consulting with lawyer to prepare case. 22. Serving as witness to present information and to explain and interpret County policy and transportation engineering issues. 23. Organizing and maintaining applications, correspondence, electronic and hard files, engineering drawings, reference plans and reports for the Planning and Transportation Divisions in accordance with TOMRMS. 24. Respond to telephone, written or in person inquiries for the Transportation & Engineering Department. 25. Perform yearly purge of files in Transportation & Engineering Department and off site storage in accordance with TOMRMS. 26. Advise on status of planning applications, engineering drawings, land ownership inquiries, by-laws, legal agreements, road construction projects. 27. Entering status indicator and other relevant information in computerized database, AppTrack. 28. Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures. 29. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act. 30. Perform other duties as assigned.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

  • Graduate of a Community College/University in Civil or related Engineering Technology program.
  • Eligible for membership in Ontario Association of Certified Technicians and Technologists.
  • Knowledge of basic principles of land use planning and transportation engineering principles.
  • Knowledge in provincial legislation, policies and regulations under the Planning Act, Municipal Act, Drainage Act and legislation related to construction roads and drainage.
  • Ability to analyze the interrelationship of land use planning and transportation engineering considerations, in order to provide conclusions and recommendations regarding applications and engineering submissions.
  • Ability to perform inspections on road construction projects.
  • Excellent organizational skills to meet deadlines.
  • Excellent communication skills, oral and written, to prepare comments to various agencies and preparing technical reports and letters.
  • Ability to work with minimal supervision and to use independent judgment where warranted.
  • Knowledge of Traffic Engineering Principles and Traffic Control Layout.
  • Knowledge of OPSS, OPSD and Ontario Traffic Manual standards.
  • Ability to work effectively with various individuals, at all levels of the organization.
  • Class G Driver\xe2\x80\x99s License in good standing and reliable vehicle to use on corporate business.
  • Knowledge of Simcoe County an asset.
  • Ability to work with Microsoft Office applications, including Word and Excel, as well as with AutoCAD, Volo View, and computerized databases, ArcMap.

EXPERIENCE

  • A minimum of two (2) years\xe2\x80\x99 experience in storm water design, road design, and road construction.

EFFORT

  • Ability to weigh conflicting demand of applicant, landowner and their agents, provincial and municipal staff and others within strict time lines.
  • Ability to work with numerous interruptions.
  • Listening and mental attentiveness when at meetings and dealing with contacts.
  • Keep updated on County policies and procedures, provincial standards, procedures and manuals as revised.
  • Planning, scheduling and prioritizing work.
  • Interpreting and implementing County and provincial policies and procedures.
  • Supervising and carrying out inspections on road construction projects.
  • Ability to work with contractors, construction workers and public.
  • Ability to deal with conflict and distressed persons.
  • Carrying our investigations of complaints and problems in the road and traffic operations and recommending corrective action.

WORKING CONDITIONS

  • Busy office environment with numerous interruptions.
  • Site visits and in field under all types of weather conditions.
  • Sitting, walking and standing for extended periods of time.
  • Frequent stressful contact with applicants and others.
  • Potential serious hazards caused by traffic, heavy equipment and weather conditions.
  • Personal safety protective equipment includes CSA approved steel-toed work boots, hardhat, safety glasses, fluorescent overalls or vests and sun block.
  • This position requires occasional attendance at meetings, open houses and road construction projects outside of normal working hours.
