Main Purpose and Function
This position is a technical, regulatory and inspectional field/office position that represents Engineering Services in the administration of relevant by-laws related to private building sites affecting City property. Inspects, administers, and enforces terms of street permits to ensure that reconstruction of City assets conform to department standards and that use of City street space does not cause danger or inconvenience to the public.

Specific Duties and Responsibilities

  • Responsible for managing the overall impacts of private building sites on City property including inspection of workmanship, conformance to and enforcement of permits, assessing damage, and responding to public enquiries
  • Inspects building sites to ensure that City property is not damaged and to ensure that any damage which does occur is repaired at the expense of the contractor
  • Estimates the costs of repairing damage and indicates costs so that it is held back from the security deposit refund and prepares work orders to ensure repair work is carried out either by City crews or a private contractor
  • Inspects building sites to ensure any reconstruction of City property conforms to approved plans including materials, equipment, and workmanship to City standards and specifications; rejects inferior materials or workmanship
  • Exercises considerable independent judgement in interpreting and explaining specifications, rules and regulations, and identifying and solving problems or remedial action in the field; complex technical and policy matters are referred to a superior or made in consultation with the appropriate Design or Operations branches
  • Issue MTI tickets to development sites for any site infractions related to enforcing streets and traffic by law related to Engineering permits, traffic plans, improper street use or storage, and unauthorized closures
  • May perform a variety of tests and collect samples for material testing and record findings used for construction to ensure City standards and specifications are upheld
  • Reviews project accounts and initiates release of damage deposits
  • Organizes and attends meetings with contractors to discuss work, resolve problems or conflicts, and to ensure remedial action is taken if necessary; establishes and maintains liaison and contact with contractors and others related to the work
  • Investigates, documents, and responds to complaints relating to building site impacts on City streets; ensures remedial action is taken if necessary
  • Creates and maintains records and reports relating to field inspections, communication, and construction activities, including taking photographs
  • Other duties/responsibilities as assigned
Qualifications

Education and Experience:
  • Completion of Grade 12 supplemented by related technical courses in asphalt, concrete, municipal inspection or other courses related to the work; graduation from an approved technician institute is preferred
  • Considerable related experience or an equivalent combination of training and experience
Knowledge, Skills and Abilities:
  • Considerable knowledge of the methods, materials and equipment used in municipal construction work related to road construction, sidewalks, curbs and gutters
  • Ability to establish and maintain effective working relationships and communication with other staff, owners, contractors, and members of the public
  • Considerable knowledge of relevant departmental standards, regulations and procedures; knowledge of the Street and Traffic Bylaw and Streets Restoration Manual is essential
  • Working knowledge of basic engineering principles related to construction work
  • Ability to interpret engineering drawings, specifications and test reports
  • Ability to evaluate condition of pavements, curbs, sidewalks and boulevards
  • Ability to determine quality of materials and workmanship and accuracy of layout through inspection
  • Ability to make on-site technical recommendations based on established principles and practices
  • Excellent record keeping including creation, filing, and maintenance of electronic records
  • Ability to perform estimates for repairs to municipal infrastructure using unit rates given or by consultation with other staff
  • Knowledge of electronic filing and permitting systems such as VanDOCS, AMANDA, POSSE and Microsoft Access
  • Working knowledge of Excel, Word, and Outlook; some experience with GIS and Visio
  • Ability to work outside in adverse weather conditions
Driver\xe2\x80\x99s License and Record Checks:
  • A current and valid BC Driver\xe2\x80\x99s License and a satisfactory driving record
