Position Summary:

Reporting to the Manager of Engineering Services, the Engineering Project Manager is responsible for leading and managing the planning, design, implementation and construction of municipal infrastructure capital projects. This position, working in conjunction with other departments, assists in developing the Municipality's infrastructure asset management planning and assists in the development and execution of the Municipality's infrastructure planning initiatives. The Engineering Project Manager is responsible for the preparation and review of project designs, project cost estimates, and contract documents prior to construction. This position will prepare and deliver reports to Council regarding project design, award, status, and variances as required for those projects under their management.
Key Responsibilities:

Provide courteous and professional customer service to residents, colleagues, and external clients, reflecting the Municipality's values in every interaction.
Review and evaluate project deliverables, which may include, but are not necessarily limited to, environmental assessments, geotechnical reports, stormwater management reports, traffic impact assessments, and functional design reports.
Oversee the development of infrastructure planning initiatives and advise the Manager of Engineering regarding these matters in annual capital budget development efforts and budget forecasting.
Liaise with the public, other departments, utilities, consultants, developers and other government agencies on matters related to municipal capital projects.
Assist in the Municipality's infrastructure asset management program through asset rating, annual reporting, and project-specific reporting and advise the Manager of Engineering on current and future asset needs.
Assist in the ongoing maintenance and development of the Municipality's GIS system, ensuring the infrastructure data therein is both current and accurate.
Provide comprehensive project management services for capital projects undertaken across the infrastructure services group, ensuring:
+ Projects across various asset classes, including roads, sewers, and water lines, are coordinated with one another as effectively as possible.
+ Compliance with relevant Municipal policies.
+ Compliance with most up-to-date regulatory requirements, design standards, and industry best practices.
+ Monitor progress to assure timely and "on budget" implementation and completion.
+ Ensure compliance to the municipal and provincial construction standards.
+ Review and negotiate claims from consultants and contractors.
+ Develop cost estimates. Prepare administrative reports, make presentations to the Senior Leadership Team, Council/Committees, and represent the department in public meetings and information sessions.
Prepare or direct the preparation of surveys, plans, designs, specifications, schedules, cost estimates and tender call documents for municipal infrastructure projects and provide contract administration and site inspection duties.
The administration of the financial and asset management components of all capital projects, including:
+ The development, management and implementation of the municipal infrastructure asset management programs, including asset inventories, value assessment, and liaison with the Finance and Business Services department.
+ Review, recommend, and amend infrastructure maintenance policies and procedures, manuals, standards, work programs and quality standards as required.
+ Assist in developing and overseeing of the infrastructure component of GIS plans.
+ Preparation of proposals for engineering services and evaluation of proposal submissions. Collaborate with the Communications and Corporate Identity Department to support timely public and Council-facing communication, including providing project updates and details on impacts to municipal services such as road closures, lane restrictions, and service disruptions.
Liaise with various levels of government, consultants and public interest groups.
Liaise, exchange of information and coordinate the implementation of infrastructure projects with the Municipality's internal departments.
Assist the Infrastructure Services Inspectors in addressing public concerns on sewer, inspections, and general information, as required, from time to time.
Comply with applicable provincial and municipal legislation, including the Municipal Freedom of Information and Protection of Privacy Act, and the Municipality's Records and Information Management Program.
Comply with the Occupational Health and Safety Act, applicable regulations, and the Municipality's Health and Safety Program.
Comply and remain current with the Municipality's policies, procedures, and guidelines, which may be updated from time to time.
Assist with and perform other duties as assigned.
Qualifications, Knowledge, and Skills:

Must have a degree in Civil Engineering from an accredited university, or a three-year Ontario College Diploma in Civil Engineering Technology.
Must be a member in good standing, or eligible for certification as a Certified Engineering Technologist with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
Must have a minimum of 4 years of progressive experience in the field of infrastructure engineering and construction
Demonstrate awareness and ability to keep current of new and evolving trends and techniques in the field of the municipal infrastructure.
Demonstrate experience with effective verbal, written and interpersonal communication skills, the ability to maintain tactful relations with the public, management, and co-workers.
Exhibit excellent interpersonal skills, project/time management skills, the ability to work effectively in a team environment, analytical thinking, good communication, demonstrate a high degree of problem-solving ability, capability of facilitating negotiations, possess supervisory skills, and capability for conflict resolution.
Ability to deal independently, courteously and professionally in any situation and to maintain tactful relations with the public, management, and co-workers.
Ability to analyze and make decisions quickly and strategically in a political environment, with the ability to build strong relations both internally and externally.
Training in Confined Space, breathing apparatus, sensitivity training, management training, site operations, spill management, HAZMAT certification, and gas detectors would all be assets.
Must be proficient in computer applications, in a Microsoft Windows environment.
Experience with GIS and ACAD software tools and project management applications would be an asset.
Must be familiar with, and have working knowledge of Federal, Provincial and Municipal statutes and By-laws pertaining to the design and construction of municipal services, including the Municipal Act, the Construction Act, the Drainage Act, the Environmental Assessment Act, the Endangered Species Act, the Ontario Traffic Manuals, the Transportation Association of Canada Manuals, and the Accessibility for Ontarians with Disabilities Act.
Possess and maintain a valid Ontario Class 'G' Driver's Licence.

This position is employed for 35 hours per week, in an office environment. Attendance at off-site locations and/or evening meetings, and overtime are required at times.
