Your Opportunity:The position relates directly to the $1.8 billion redevelopment and expansion of the Red Deer Regional Hospital Centre and related peripheral projects and reports to the Senior Project Director, RDRHC Redevelopment PMO. This project is beyond the normal complexity and scale of a typical healthcare major capital project and has 3 distinct and uniquely complex phases. It includes the development of an inpatient tower addition to the existing hospital with requisite tie-ins to existing building infrastructure including the development of a new power plant to service the site for all utilities. Simultaneously, there will be a concurrent and completely independent public-private-partnership (P3) project development with separate consultants, contractors and processes to deliver an ambulatory facility at the same site. Finally, an extensive renovation to the existing hospital which will occur after completion of the new tower and ambulatory centre and decant of existing services from within the current hospital with renovation of spaces vacated to expand clinical support services.Description:The Engineering Program Lead is responsible for providing leadership and mentoring across all Engineering disciplines (mechanical, electrical, structural and others) for a large complex healthcare redevelopment and must therefore have extensive experience in the field of hospital design, construction and commissioning. Furthermore, an in-depth understanding of the linkages between the built infrastructure and the complex array of services for patients and caregivers in healthcare facilities is needed. The successful candidate will set standards, establish best practices and drive successful outcomes in the interest of AHS and our core business of patient care. The Engineering Program Lead will develop a team of qualified technical professionals and offer direction on complex problems with known and unknown risks for AHS. Through establishing a creative team environment, continuous improvement and the pursuit of excellence the Lead will foster the necessary solutions, concepts and processes needed to deliver overall success to AHS. The position is also responsible for providing direction on real-time, technically complex problems in a project environment; many of which will require an understanding of organization priorities and internal resourcefulness to determine the best course. Due to significant need for additional health care services to come on stream as quickly as possible, this project is proceeding at an extremely rapid pace with overlapping demands from users, consultants and the project team which further adds to the complexity of decision making and work to be addressed. The incumbent will be expected to work regularly (weekly) in Red Deer but need not reside in Red Deer.

Required Qualifications:A Professional Engineer (registered with APEGA) with at least 10 years of building design, construction and commissioning experience in a healthcare setting. A minimum of 10 years of related experience in progressively responsible engineering roles, specifically in the construction of complex healthcare facilities with demonstrated management, strategic and mentorship skills and abilities. Must demonstrate an ability to forge necessary relationships with internal and external stakeholders including frontline healthcare workers, planners, executive leaders, contractors and consultants. Must be able to present complex ideas, anticipate hurdles and use established expertise and credibility to build consensus and influence leadership decisions within AHS and throughout the project lifecycle. Must have a clear strategic understanding of the organization and capital management and sufficient experience in leading successful change in complex and large healthcare settings.
Additional Required Qualifications:The Engineering Program Lead will be a highly effective communicator, with exceptional written and verbal skills. They must be able to present complex topics to a wide range of stakeholders, including AHS executive. The Engineering Program Lead must think strategically and proactively, with an ability to influence outcomes through anticipating challenges. The position will have 3 direct technical specialist reports, all of which will be expert professionals in their fields. This position will liaise with clinical and AHS operational experts (e.g. Lab, IPC, Protective Services, Fire & Life Safety officers, DI) to ensure appropriate design and development of the project. They are also involved in oversight of contracted personnel needed for the successful delivering of major capital project. Establishing goals, outcomes and schedules with contractors and consultants is a key part of the role. This role requires the successful candidate to work autonomously, provide project and discipline leadership from remote locations, be present on active construction sites year-round, and in the presence of heavy equipment. They will need to perform office activities from field locations, review partially complete and near complete installations, often demanding physical exertion and ability to climb partially complete structures and scaffold.
