Team Leader - Sanitary and Stormwater



Salary:

$92,019 to $107,649 (non union)



Reports to:

Division Leader - Engineering & Infrastructure



This position is open due to a current vacancy.



Purpose of Position:



Reporting to the Division Leader - Engineering & Infrastructure, under the overall direction of the Corporate Leader - Operations, the Team Leader, Sanitary and Stormwater is responsible for administration, performance, and supervision of engineering and infrastructure projects with a focus on the sanitary and stormwater systems. This role will also include supporting a variety of engineering projects related to sanitary, stormwater and drainage improvements; support and facilitate Municipal growth from a servicing perspective including Land Development, Corridor Studies, Stormwater, Water and Wastewater Master Plans, and Environmental Assessments. Assistance and support in infrastructure projects and upgrades related to water, sanitary and storm sewers, stormwater management and pumping stations, as required. This role will identify, prioritize, and deliver Lakeshore's Flood Mitigation and Protection Framework.



Qualifications & Experience:



Must have a university degree in Civil, Environmental or Water Resources Engineering; or a 3-year diploma in Civil Engineering Technology or equivalent. 5 years of experience in the field of civil, environmental or water resource engineering related to the municipal environment with emphasis on stormwater management, storm and sanitary analysis and design and flood mitigation with 3 years experience in a supervisory capacity. Must be eligible for licensing as a Professional Engineer within 6 months; or a member in good standing with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT). Professional Engineer designation preferred. Experience and knowledge related to stormwater and wastewater modelling software tools and applications an asset. Must have experience in preparing technical reports. Must be self-motivated, detail oriented, possess a strong work ethic and able to demonstrate the ability to work independently. Must have experience establishing professional relationships and networking. Experience dealing with the public. Must hold a valid Ontario driver's "G" license. Must obtain a clear police clearance for the vulnerable sector.

Knowledge & Skills:



Working knowledge of current stormwater management modelling techniques using industry standard modelling software, InfoWorks ICM training and knowledge an asset. Knowledge and understanding of civil engineering principles with a focus on hydrology, stormwater management, storm and sanitary sewer design and capacity and flood mitigation. Thorough knowledge in building and construction in accordance with the Ontario Building Code would be an asset. Must be able to demonstrate advanced analytical skills, problem solving skills, tact, diplomacy, confidentiality, and effective time management skills. Must be able to demonstrate awareness and ability to keep current of new and evolving trends and techniques in the field of the municipal infrastructure. Must be able to demonstrate skills with computer applications including Windows, and Microsoft Office. Well-developed verbal and written communication skills. Strong math and technical skills are required. Excellent customer service, interpersonal, conflict resolution, and organizational skills. Must have knowledge in the principles of project management and budget tracking. Knowledge of municipal bylaws, Highway Traffic Act, Occupational Health & Safety Act of Ontario, and WHMIS would be an asset. Familiar with municipal engineering design guidelines and Ontario Provincial Standards and Specifications. Familiar with all relevant Federal and Provincial legislation concerning all matters of municipal engineering including the Environmental Assessment Act, Highway Traffic Act, Drainage Act, Public Transportation Highway Improvement Act, Local Improvement Act and any other legislation and regulations.

Major Responsibilities:



1. Perform and/or provide supervision for hydraulic modelling analysis of wastewater and drainage infrastructure for system capacity assessments using modelling software.



2. Provide technical advice on operations related to storm and sanitary systems.



3. Prepare technical comments on designs and drawings for a variety of development projects, including sanitary and storm sewers, water main, pumping stations, stormwater management facilities, and drainage works, etc., including approvals as required.



4. Provide feedback regarding establishing present and future development requirements and standards for the Municipality to assist with the mitigation of servicing, capacity constraints and flooding.



5. Oversee the process of sewer inspection reports and provide recommendations for improvements related to both the sanitary and stormwater systems and provide support to the Engineering Techs.



6. Oversee condition assessments of various storm and sanitary system infrastructure; such as stormwater management facilities, pumping stations, sewer mains with consultants as required.



7. Supervise and facilitate the Municipality's Flood Mitigation and Protection Framework.



8. Collaborate and facilitate with other divisions including planning, building and bylaw for success of the framework and mitigation programs.



9. Oversee various studies related to flooding, drainage, hydrology and hydraulics, and infrastructure resiliency studies.



10. Prepare technical reports and conduct design reviews as necessary.



11. Oversee and facilitate engineering and mitigation projects with internal divisions and external agencies.



12. Prepare and assist in the development of specifications and reports including the preparation of contract documentation for the procurement of tender and proposal bids related to engineering and infrastructure projects.



13. Oversee field inspections, undertake contract administration, prepare payment certificates and facilitate quality control on any assigned projects under the direction of this role.



14. Supervise design drawing reviews and coordinate construction site inspections for compliance and conformance to Municipal Development Standards and applicable legislation relating to public safety for developments and municipal projects that have been assigned to this division.



15. Review technical information provided by the Eng Techs and others on servicing related issues and applications for zoning by-law, official plan, subdivisions, site development proposals, minor variances, severances, re-zonings, etc. and is a member of the Development Services Review Committee and Technical Advisory Review Committee or other committees as required.



16. Provide engineering technical information and advice to external consultants, ratepayers, developers, and other municipal departments.



17. Coordinate with Engineering and other departments in keeping the Municipality's Development Manual updated under the direction of the Division Leader, Engineering & Infrastructure Services.



18. Oversee the coordination of pre-design and pre-consultation meetings to provide engineering input on servicing, including coordinating the engineering comments to the Growth and Sustainability Department and/or Committee of Adjustment as required.



19. Oversee the coordination of information and support Community Planning with the preparation of servicing agreements for site plan agreements subdivision/development agreements as required.



20. Organize and assist the Municipality's Smoke Testing Program including resident collaboration, investigation and follow up, administration and tracking of resolutions.



21. Investigate and resolve complaints related to flooding, stormwater, and/or drainage concerns from businesses and residents, as required.



22. Develop and support the execution of the Municipality's Flood Rapid Response Plan including participation in significant rain events and troubleshooting during events.



23. Serve as team lead of Flood Task Force committee and other various municipal committees as required.



24. Assist in flood forecasting and monitoring as necessary.



25. Present information and participate in public engagement on storm and sanitary capital improvement projects and/or other related engineeringprojects.



26. Investigate and research potential funding opportunities to assist with funding the Flood Mitigation and Protection Framework as well as upgrading servicing and to assist with capacity increases based on the growth.



27. Provide information for the preparation of the budget including ensuring cost recovery of all outside consulting engineering expenses related to the above.



28. Coordinate with Essex Region Conservation Authority, Lower Thames Valley Conservation Authority and Ontario Clean Water Agency as well as other partners related to increase stormwater standards, flooding and shoreline mitigation.



29. Liaise with external government agencies, neighbouring municipalities, local agencies and organizations on flood mitigation and protection, servicing constrains, mitigation and protection of the Municipality's servicing assets.



30. Other duties as assigned



Decision Making & Judgement:



Work is performed under the general direction of the Division Leader - Engineering & Infrastructure and Corporate Leader - Operations Work with the Capital Projects Division, Public Works Division, Water Management Division and Community Planning Division. Work within guidelines of policies, procedures and engineering standards of the Municipality. Provide technical advice on development project matters related to capacity planning.

Leadership Level:



Directly supervise Engineering Technologist(s) and other staff as assigned including coaching, provide goals and objectives, and technical support as required. Indirectly oversees contractors and external consultants as required Lead and provide technical expertise in the delivery of flood mitigation including the identification, planning, design, and construction of projects to implement the Municipality's Flood Mitigation and Protection Framework. Plan, prioritize and assign work Accountable for health and safety responsibilities of staff; must ensure compliance with OHSA as well as Municipality of Lakeshore's Health and Safety policies and procedures including WHMIS Participate in recruitment, training, setting objectives, performance management, vacation scheduling, lieu and flex time approval, etc. Identify and assist in addressing the professional needs of staff

Financial Management Level:



Approve expenditures in accordance with approved budgetary guidelines. Provide feedback and recommendations for the divisional budget Monitor financial variances to provide feedback to the Division Leader.

Interaction Level:



Excellent interpersonal skills to interact with members of Council, staff and the public. Must have proven ability to establish and maintain effective working relationships with a diverse group of stakeholders and must be able to effectively manage multiple projects concurrently.



Internal - Daily contact with office staff.

Working Conditions:



Environment



Works within an office environment within the hours of 8:30 a.m. to 4:30 p.m. (35 hours per week). Some exposure to adverse weather conditions and other undesirable environmental characteristics is required. Driving around the municipality is required.

Control over Work Schedule



Occasionally requested to work beyond normal office hours. Overtime is capped to 35 hours of paid time off in lieu of overtime
