Position Summary:

Reporting to the Manager of Engineering Services, the Engineering Analyst/ Technologist evaluates and coordinates land development-related issues for Engineering, Public Works, and Drainage. This position advises on municipal traffic operations, transit operations, coordinates utility-related activities, and current and future infrastructure needs for the Municipality. Additionally, this position provides trusted advisory services through review and assistance to Engineering/Infrastructure services staff through consultation and design of infrastructure. This position develops construction cost estimates, prepares contract documents, and prepares requests for proposal while supporting the technical standards provided by the local, regional, provincial and federal government guidelines and regulations, particularly with respect to water resources and transportation.

Key Responsibilities:

Investigate, evaluate and follow up on various engineering matters and public concerns, including traffic complaints. Oversee and advise on municipal traffic operations, including improvement of the transportation network and traffic signals. Complete studies in-house or in collaboration with a consultant to prepare reports and recommendations for improvements and expansion. Provide input and advice to the Manager in preparation of the operating and capital budgets. Provide trusted advice on operations, planning, and development of the municipal transit system, while satisfying applicable acts, regulations, and generally accepted professional practices. Manage the preparation of, and evaluate technical reports, and studies as submitted by consultants to support/expand the infrastructure needs of the community. Design, procure cost estimates, prepare design plans and contract documents, administer and provide inspection for in-house engineering projects. Provide technical knowledge and expertise to supporting staff and assist in the professional development of staff in the Engineering division. Provide input and comment to the Manager in establishing present and future infrastructure requirements for the Municipality. Provide engineering information to the public, private sector, and other departments. Prepare engineering designs for minor traffic infrastructure improvements. Prepare and present reports to the Senior Leadership Team and Council as it relates to the projects and tasks assigned. Assist the Manager with creation of maintenance standards for municipal works. Provide engineering information to the public and other departments, as required. Comply with applicable provincial and municipal legislation including the Municipal Freedom of Information and Protection of Privacy Act, and the Municipality's Records and Information Management Program. Comply with the Occupational Health and Safety Act, applicable regulations, as well as the Municipality's Health and Safety Program. Other duties as assigned.

Qualifications, Knowledge, and Skills:

Must have a post-secondary diploma or university degree in Civil Engineering. Must have a minimum of 5 years' experience in a related field. Must hold a P.Eng. or C.E.T. designation or be eligible to attain the designation. Must have experience in supervising and directing the work of others. Must have experience demonstrating effective written and verbal communication skills. Must have advanced knowledge of computer software programs in a Windows and Microsoft Office environment. Must be familiar with the municipal by-laws and other applicable legislation. Must have experience in, traffic operations (Ontario Traffic Manual Series), traffic signal design principals, municipal infrastructure (sewers, road) design.
Must possess a valid Ontario Class 'G' Driver's Licence.

Hours of Work and Working Conditions:

This position is employed for 35 hours per week, in an office environment. Attendance at off-site locations and/or evening meetings is required. Some overtime may be required at times.
