Position Overview

Reporting to the Manager of Wastewater and Stormwater Services, the position supports regulatory compliance of the City of Vaughan\'s Wastewater and Stormwater systems along with preparing for and participating in audit/inspection processes of the City\'s Wastewater and Stormwater facilities. This position is responsible for developing, implementing and maintaining Ministry of Environment, Conservation and Parks (MECP) Consolidated Linear Infrastructure- Environmental Compliance Approvals (CLI ECA) program, policies and procedures; identifying continual improvement opportunities to establish best practices as well as internal and external processes. This position will lead performance reporting for Wastewater and Stormwater assets and performance monitoring of the existing system and will review levels of service as well as operations and maintenance practices to identify strategic opportunities for improvement, including analysis of necessary benchmarking data to identify trends over time. Performing in a cyclical and process-driven environment, the successful applicant will ensure minimum requirements are met and identified areas of improvement are clearly articulated and communicated.

The Engineer will be responsible for supporting the wastewater and stormwater programs as required by the CLI ECA, inclusive of maintaining the records for pre-authorized alterations, supporting the development of operations and maintenance manuals and programs with relevant standard operating procedures, managing the monitoring programs for stormwater and wastewater infrastructure and developing a reporting structure, in consultation with Compliance and Training, to the MECP.

The Engineer will track all changes to the City\'s stormwater and wastewater network including works undertaken by various City departments and assist in coordinating between the City and the MECP as it relates to the CLI-ECA. Reviews and coordinates comments on annual monitoring reports with both the applicant, conservation authority, as well as other external agencies and review partners. The Engineer will respond to and ensure resolutions to resident inquiries and complaints while providing excellent customer service to development industry stakeholders.

Qualifications and Experience

  • Successful completion of a University Degree in Civil Engineering, or related discipline, from an accredited university and registered as a Professional Engineer (P. Eng.) with Professional Engineers Ontario.
  • Minimum of five (5) years\' experience relating to municipal infrastructure servicing, stormwater/water resources and wastewater design or land development engineering in a municipal environment as well as process planning, designing, and implementing operational and capital projects directly related to municipal wastewater collection and stormwater management systems.
  • Professional Engineer (P.Eng.) licensed by Professional Engineers Ontario.
  • Strong working knowledge of the Ontario Water Resources Act, which governs the CLI-ECA, as well as supporting legislation that governs the field of municipal engineering such as the Environmental Protection Act, Municipal Act, Drainage Act, Occupational Health and Safety Act.
  • Knowledge of all wastewater and stormwater project phases (including conceptual design, pre-design, detailed design, and construction administration).
  • Excellent understanding of municipal wastewater and stormwater infrastructure and process design.
  • Knowledge of the Safe Drinking Water Act, Ontario Water Resources Act, Environmental Protection Act, Occupational Health and Safety Act and all other applicable legislation, regulations, codes, and standards.
  • Knowledge of construction methods, equipment, and technologies related to design and construction including reading and interpreting site plans, engineering drawings, and specifications.
  • Knowledge of current legislation and the application of Green Infrastructure, ETV standards, LID, water quality monitoring programs, and sediment management
  • Knowledge of operation, and maintenance, asset management platforms (Innovyze InfoAsset Manager), enterprise resource planning software (JD Edwards), and customer relationship management systems.
  • Proven ability to work with data and develop operational programs which are flexible and goal oriented; coupled with the ability to critically evaluate alternatives and prioritize activities to successfully meet deadlines.
  • Strong and effective report writing and project management skills, with the ability to achieve program objectives successfully and coordinate the efforts of multi-disciplinary project teams while working within tight deadlines and approved budgets.
  • Strong communication skills, both verbal and written, to prepare required reports, conduct training and oral presentations/discussions and liaise with a variety of individuals at various levels and to represent the City at meetings.
  • Ability to deal courteously and effectively with the Public, Staff, Members of Council, and consultants.
  • Fundamental knowledge of leading-edge internal audit and risk management theories and methodologies.
  • Excellent oral and written communication skills with the ability to communicate with all levels of staff, stakeholders, and the general public, effectively communicating technical information to both non-technical and technical audiences.
  • Strong interpersonal, leadership, and team building skills.
  • Excellent analytical skills with the ability to analyze data, perform calculations, and work with large amounts of data.
  • Proficient computer skills in Microsoft Office (Word, Excel, Power Point, and Outlook).
  • Experience with project management software tools.
  • Experience with GIS, Hydraulic Modelling, and AutoCAD would be an asset.
  • Ability to work independently.
  • Knowledge of and demonstrated ability in the City\'s core competencies and relevant functional competencies.
  • Possess a valid Ontario \xe2\x80\x9cG\xe2\x80\x9d Driver\'s License, in good standing, with access to a reliable vehicle for corporate use.
