Job Description


The Enforcement Services Officer provides professional services in the administration and enforcement of Provincial Legislative Acts and City of Winnipeg By-laws that contribute to the safety of Winnipeg and its citizens. As the Enforcement Services Officer, you will:

  • Internally: perform skilled inspectional work, attend and lead meetings enforcing compliance with City of Winnipeg By-laws and Manitoba Building Code, related to the building systems, alterations, life safety and occupancy, related to the permitting process.
  • Externally: respond to complaints from disparate sources such as 311 Winnipeg, the general public, Industry, other Departments, and to outside partner agencies. In addition, conduct Directed Enforcement in relation to fifteen (15) City of Winnipeg By-laws.
  • Be responsible for the provision of enforcement services on a Department wide scale and is a Designated Employee to administer of Provincial Statutes as a means of obtaining compliance for contravention of By-law and non-compliance of Building Code.
  • Be responsible for the maintenance and updating of information and data related to work functions and tasks.
Your education and qualifications include:
  • Successful completion of a post-secondary training program in law enforcement/By-law enforcement. Combination of education, training and experience in Enforcement, Criminal Justice, Regulatory or related discipline will be considered.
  • Two (2) years\xe2\x80\x99 experience in an enforcement or regulatory operational capacity or related field including but not limited to performing tasks such as inspections, investigations and case management.
  • Two (2) years\xe2\x80\x99 experience interpreting by-laws, regulations or complex information and conveying this information to others.
  • Knowledge of City of Winnipeg By-laws, regulations, policies and procedures relevant to the position.
  • Knowledge of the City of Winnipeg Charter Act.
  • Knowledge of Municipal By-law Enforcement Act.
  • Knowledge of the Provincial Offences Act.
  • Knowledge of court procedures and the ability to testify in a court of law.
  • Written communication skills with the ability to produce clear and concise notes.
  • Verbal communication skills with the ability to effectively communicate with staff, and the public.
  • File management and organization skills.
  • Ability to take detailed and accurate records.
