As part of TransformTO: Climate Action for Healthy, Equitable and Prosperous Toronto, and the Corporate Real Estate Management Net Zero Emissions Plan, this position will help maintain existing renewable energy systems and develop plans for new installations. The Energy Consultant will provide technical expertise and support the advancement of Toronto\'s energy conservation and demand management programs and greenhouse gas emission reduction goals.

Major Responsibilities:
  • The Enerey Consultant will develop strategies and provide technical expertise and support the advancement of Toronto\'s energy management programs and greenhouse gas emission reduction goals.
  • Coordinates renewable energy systems operations, maintenance and management, energy conservation and demand management support, and other activities that reduce greenhouse gas emissions in City-owned buildings and infrastructure
  • Conducts analysis of energy conservation and demand management policies, strategies and programs including emissions and environmental impact assessment. Compiles data, interprets research and statistical information and conducts numerical analysis in order to prepare reports and make recommendations
  • Reviews and evaluates data on existing and past renewable energy systems, conservation and demand management programs and technologies. Makes recommendations on new standards and practices
  • Conducts environmental impact analysis of recommended standards and programs. Analyzes environmental impacts of energy consumption in Corporate facilities
  • Drafts terms of reference and acts as project leader for technical studies. Analyzes results and prepares reports recommending appropriate action and alternatives
  • Oversees consultation with vendors performing preventative maintenance, reactive maintenance, and other work on renewable energy systems installed on City-owned buildings and lands.
  • Drafts requests for proposals from consultants for technical studies and projects
  • Drafts pre-qualification terms of external consultants. Drafts requests for proposals for technical assistance, evaluates proposals and makes recommendations in their selection. Liaises with various Divisions in drafting and developing the terms of contract agreements
  • Liaises with other Divisions, agencies, corporations and public/private sector organizations to provide advice on technical, program development and implementation issues and provides advice to other stakeholders on energy matters and updates on technical developments and current energy trends
  • Conducts surveys of energy agencies by sectional areas on energy consumption and contributes to the development of the data and information management system for the section.
  • Participates in development and implementation of a comprehensive energy and water efficiency retrofit programs for commercial, institutional, industrial and residential building sectors in the City.
  • Develops materials for energy efficiency promotional events.
  • Replies to public inquiries on energy efficiency and conservation
  • Participates in seminar and public presentations to assist in energy efficiency and conservation promotion activities. Conducts field visits to carry program activities. Administers energy efficiency and conservation plan compliance for new construction within the City as required.
  • Reviews energy codes and standards and makes recommendations on minimum energy performance standards and maintains section\'s reference documents on legislative requirements, energy related technologies and energy management programmes
  • Reviews and provides analysis of reports and submission to the City by various utilities.
  • Participates in inter-agency and multi-disciplinary technical committees
Key Qualifications:

Your application must describe your qualifications as they relate to:

Post-secondary education in Environmental Studies, Applied Sciences, Engineering Technology, or a related discipline or the equivalent combination of education and/or experience. * Considerable experience in an energy conservation and/or demand management environment.
  • Experience with program development and policy design related to energy efficiency and conservation demand management.
  • Experience drafting and coordinating request for proposals (RFPs) and request for quotations (RFQs).
  • Project management experience including the coordination of interdivisional work teams.
Must possess and be able to maintain a valid Class \xe2\x80\x9cG\xe2\x80\x9d Ontario Driver\'s License and must qualify for the City\'s operating permit.

You must also have:
  • Strong communication skills and ability to communicate effectively, both orally and in writing, with various levels of staff within the City and other organizations.
  • Detailed knowledge of energy conservation practices and technologies in commercial, industrial & residential buildings.
  • Ability to work collaboratively as part of a team and establish good working relationships with staff at all levels in the organization as well as external clients.
  • Strong organizational skills with the ability to meet deadlines, prioritize and deal with conflicting work demands in a fast-paced environment.
  • Excellent analytical, interpersonal and problem solving skills.
  • Ability to undertake numerical and data analyses.
  • Proficient in Microsoft Office Suite (e.g. MS Excel, Word).
  • Demonstrated ability to use energy management, benchmarking and analysis software such as Portfolio Manager.
  • Strong presentation and report writing skills.
  • Demonstrated ability to administer energy conservation and demand management programs.
  • Ability to work under minimum supervision.
  • Certification as an energy manager, building science specialist, energy auditor, inspector, measurement and verification specialist, or similar credential an asset.
