Job Title: Emergency Services Manager
Employment Term: 2-year term position (with opportunity to renew/extend)
Overview:
Reporting to the Infrastructure Manager, the Emergency Services (ES) Manager provides crucial leadership to the ES team across the spectrum of emergency management for the communities, encompassing preparedness, planning, mitigation, response, and recovery. A key resource, this role involves actively coordinating training and researching best practices specifically for First Nations emergency management. Through community collaboration and strategic planning, the ES Manager guides the UNSM Emergency Services workplan and serves as the subject matter expert, advising the UNSM on all emergency management matters.
Key Responsibilities:
Team Leadership: Lead the ES Team, provide direction, and supervise staff to meet team objectives.
Develop and Oversee Workplans: Develop and oversee the annual workplan in collaboration with communities to address identified needs and opportunities.
Cultivate Community Relationships: Regularly engage with member communities to build and maintain strong partnerships.
Community Coordinator Support: Guide and support Emergency Management Coordinators in their roles.
Expert Crisis Guidance: Analyze information and advise communities during emergency events.
Capacity Enhancement through Training: Assess needs and coordinate training sessions such as Incident Command and Emergency Response.
Support All Emergency Phases: Assist communities in mitigation, planning, response, and recovery efforts for a variety of hazards.
Emergency Plan Strengthening: Support the development and update of community Emergency Management Plans, including All-Hazards or Integrated Emergency Management Plans (IEMPs).
Facilitate Risk Assessments and Mitigation: Support communities in conducting threat, risk, and vulnerability assessments (TRVAs) and recommend appropriate mitigation strategies, including environmental scans.
Aid in Developing Emergency Infrastructure: Support member communities in the development and maintenance of Emergency Operation Centers and communication protocols.
Establish Collaborative Agreements: Identify, develop, and implement mutual aid agreements and MOUs with communities and stakeholders.
Promote and Research Best Practices: Oversee research on emergency management best practices and manage data collection processes.
Educational Resource Development: Create guidelines for UNSM communities to enhance emergency prevention and management.
Manage Technical Reporting: Oversee the preparation of technical reports for various stakeholders.
Advance Funding Opportunities: Collaborate on the development of fundraising strategies, proposal writing, and the management of tendering processes.
Support Community Funding Applications: Inform member communities about relevant funding structures and provide administrative support for their application submissions.
What you Bring (Qualifications):
Post-secondary education in a relevant field (e.g., environmental science, community planning, emergency management) or equivalent experience.
Minimum one year of experience in emergency management, environmental science, climate change, community planning, or a related area.
Minimum two years of project management experience.
Formal training in emergency management (e.g., EOC, ICS).
Experience in emergency planning, preparedness, and response to various events.
Understanding of emergency management principles, health considerations, and climate change impacts.
Leadership and management skills.
Experience developing emergency management plans, conducting exercises, and preparing reports.
Knowledge of emergency management planning, preparedness, and response principles.
Ability to lead teams or work independently and meet deadlines.
Strong organizational and self-management skills.
Ability to remain calm under pressure.
Experience working with government levels, First Nations, and other partners.
Proficiency in email and Microsoft 365.
Excellent oral and written communication skills.
Knowledge of Indigenous/Mi'kmaw communities/organizations (asset).
Mi'kmaw language skills (asset).
Valid driver's license and reliable vehicle with insurance (required).
Ability to travel (required).
