Operations Manager, Emergency Response


Reporting to

: Regional Manager, Emergency Response
Division: Emergency Management and Environmental Response Services
Location: Region Dependent

POSITION SUMMARY

The Operations Manager develops, leads and supervises a team or teams of Emergency Response professionals, ensuring the safe execution of all projects undertaken. This includes directly overseeing and supporting day-to-day operations, ensuring equipment readiness, overseeing scheduling, directing, and developing staff, recruiting & training new staff, developing business, and
supporting other regions, as required.

The general breakdown of this position's workload will consist of the following core categories:
Project planning and scheduling (Rosters, project and task assignments, procedural instruction) - Daily 30%
Operational supervision (Site visits, inspections, procedural quality assurances/ controls) - Daily, 20%
Assessments and estimating - Daily/Weekly up to 20%
Administrative and financial (Document control, approvals, procurement etc.) - Daily 10%.

Note: These guidelines are intended to provide an approximate estimate of the time required to complete core duties; however, actual time may vary based on business needs. It is the Operations Manager's responsibility to ensure that each core duty is adequately resourced to achieve effective outcomes.
Accountabilities

Operational Accountabilities


Responsible for the safe and efficient execution of scheduled and emergent projects and associated operational activities.
Responsible for adherence to established operational processes such as Standard Operating Procedures, use of Software platforms (i.e./Lightship) and use of approved methods that ensure operational continuity.
Supports the Regional Manager in communication of corporate and/or technical information to and from staff, Clients,
Regulatory bodies, and other stakeholders.
Supports cost management and cost recovery in accordance with approved budgets.
Responsible for the safe and efficient mobilization of Company and subcontracted staff and equipment.
Responsible to ensure all required project related documentation is generated and maintained in an efficient and compliant
manner.
Ensuring all maintenance is completed and documented for all equipment and vehicles to ensure operational readiness and
compliance with regulations and Client expectations.
Oversee the basic housekeeping of our buildings and our work areas.
Ensure compliance with municipal, provincial, and federal regulatory authorities.
Fulfills Incident Command roles such as a Section Chief: operations, planning, and logistics, if and as required.

Training, Competency, and Certification
Responsible for completion and updating of all required personnel training.
Oversees ongoing assessment of competency and skill development.
Responsible to ensure all required internal training and exercises are completed to meet and/or exceed ERAP and /or other
contractual requirements as required.
Responsible for all external audits to maintain required certifications or verifications in their respective region.
Assist in developing and delivering required training programs to our clients and within the organization.
Attend scheduled training as assigned by the Regional Manager.

Health and Safety
Responsible to ensure all personnel follow the Corporate Health and Safety Program, all Policies and Procedures are followed
and to support ongoing assessments for effectiveness as it relates to operational activities.
Supports and participates in health and safety initiatives, investigations, and continuous improvement to ensure corporate
goals and targets are met.
Ensures health and safety is considered in the performance of all activities.
Ensure HSE compliance with applicable Federal, Provincial Acts, Codes and Regulations

Leadership
Oversees the operational activities of their respective region.
Responsible to assist in the resolution of safety, regulatory, and business issues that may arise.
Supports the development, implementation, and ongoing assessment of annual goals, targets, and key performance
indicators for personnel.
Contributes to the organizational effectiveness and profitability of the organization.
Maintains and supports relationships with clients, business partners, vendors, and supply chain partners.
Supports and builds interest of QM services.
Provides technical direction and directs staff during projects as needed.
Organizes and promotes professional developmental opportunities for employees and training.

Financial Management
Supports the preparation of cost estimates, proposals, bids, and quotations.
Ensures compliance with financial approval thresholds.
Supports tracking and cost controls on all projects.
Supports adherence to annual budgets.

Client Development
Supports resolution of customer concerns quickly and efficiently.
Supports the management of new and existing clients, to maintain, improve, and build new relationships.

QUALIFICATIONS

Education


Post-secondary education in a related discipline (science, environmental engineering, or emergency management) or an
equivalent combination of training, education, and experience.

Occupational Certification


NFPA 472 Technician
ICS 300 is an asset
NFPA 1081 is an asset
Advanced Tank Car Specialist is an asset
NFPA 1001 Level 2 or 3 is an asset
Highway Transportation Specialist
CHLOREP Team Training is an asset

Experience & Knowledge
Field experience dealing with Hazardous Materials event mitigation and remedial measures applications.
Experience working with Emergency Response Assistance Plans (ERAP)
Experience in resource allocation and/or logistics management responsibilities and project estimating.
Experience in evaluating response tactics with respect to various technical, environmental, budget, regulatory, and financial
constraints.
Experience with the assessment of industrial service requirements and an understanding of working at heights,
confined space, mobile equipment use etc.
An understanding of environmental legislation, standards, and guidelines related to emergency response and remediation in
Canada.

Abilities
To analyze and evaluate complex problems and to plan and lead multi-disciplinary teams of technical and field operations
personnel and external consultants to execute operational solutions.
To prepare detailed cost estimates for the purposes of responding to specific project requests
To communicate project risks effectively with clients and stakeholders and to negotiate appropriate scope of work.
To evaluate situations and exercise good judgement in making decisions
Proficient in Microsoft Office applications including Word, Excel, Outlook and Visio.

WORK ENVIRONMENT AND HOURS OF SERVICE
This role will function in both field and office settings as dictated by the needs of the business and may fluctuate. This position may be required to respond without notice to support major incidents/events in Canada either via telephone or in person.

This position will not be included in the regional on call roster, however as a management role it is expected that the individual will be materially available to personally provide a safe and effective level of supervision and instruction to all subordinate positions for all work being performed, or to adequately supply an equivalent level of supervision and instruction through delegation for periods of unavailability.
