About Our Opportunity

Reporting to a Manager of Training within the Training and Exercise Branch, the Emergency Management Preparedness Officers are responsible for supporting all NSEMO Emergency Management Programs. This includes the development, updating and execution of policies, programs, and procedures for the prevention, mitigation, preparedness, response, and recovery phases of all emergencies affecting, or having the potential to impact the Province. You will also work in the Provincial Coordination Centre (PCC) during emergencies, work overtime, and be on standby on a rotational basis.

Two (2) permanent opportunities are available supporting either the Eastern or Western regions of Nova Scotia. (One position in each region)

Primary Accountabilities

As an Emergency Management Preparedness Officer, you are responsible for strengthening local and provincial emergency preparedness, through planning, training, and exercising. This includes:

  • liaising with stakeholders (provincial departments/ municipalities/critical infrastructure partners, etc.)
  • the delivery of provincial training and exercise programs
  • leading and facilitating stakeholder meetings, and
  • the development of comprehensive reports, post-meeting documentation/ finding reports, and needs analysis.
Qualifications and Experience

You have completed a bachelor\'s degree in a related field and have a minimum of six (6) years of recent experience in emergency management in a full-time position.

You must demonstrate:
  • Experience in developing and/or delivering training to adults.
  • Proficiency and demonstrated experience in Microsoft Office products including Outlook, Word, Excel, and PowerPoint programs.
  • Proficiency and demonstrated experience in researching topics and report writing, and
the development of PowerPoint presentations with speaker notes and student materials.

Desirable assets include:
  • Professional experience in adult education, training, and facilitation.
  • Experience in planning, developing, and delivering emergency management-related exercises
  • Instructor Level certification by a recognized association/organization
  • Certified Emergency Manager (CEM) designation
  • Master\'s degree in emergency management or public administration

  • A master\'s degree in public administration with four (4) years of full-time emergency management-related experience within the last 6 years.

Working Conditions

This role is in a fast-paced decision-making environment, and you may be working at your computer for extended periods of time. You may be required to travel to remote worksite locations, load vehicles, carry and setup equipment in a variety of locations, and travel during inclement weather conditions.

Your normal work week is 35 hours/week, 7 hours/day. This role does entail a high volume of work which may require longer than normal working hours and overtime. Due to the multiple spheres of action and scope of responsibilities that this position requires, there is significant mental pressure, requiring resilience. Must be available to participate in the on-call Duty Officer stand-by rotation and available to support the whole-of-government coordination of emergency events as required in the Provincial Coordination Centre.

These positions will be based in a government office in the Eastern and Western regions of Nova Scotia and will periodically work in Halifax. Additionally, these positions will also be deployed to support training and exercising programs throughout the province and work in the Provincial Coordination Centre (PCC).

This position requires the following:
  • a valid Canadian Driver\'s License
  • Immediate access to a licensed, safety-inspected, and operational motor vehicle.

Salary Range: $2,746.69 - $3,348.16 Bi-Weekly
