Job Summary
---------------
The E-Learning Developer is responsible for providing analysis, development and maintenance of all aspects and practices related to technology based learning products. The major responsibilities are:
Design, create, produce and prepare a variety of technology based learning products using diverse production techniques that can include computer graphic/programming systems and software.
Conduct research, evaluate and test state-of-the-art technologies, tools, procedures and applications in order to support the planning and development of technology based learning product requirements.
Provide advice to clients by defining and recommending optimal, creative and innovative technology based learning products that meet their needs and objectives.
Prepare and submit a preliminary layout or storyboard to the client including the range and scope of the work and determine timelines/costs for the development of the product.
Participate in the administration and maintenance of learning and employee development platform / systems and physical / virtual simulators.
Ensure that all products comply with Treasury Board of Canada Secretariat directives/policies, industry standards and related internal policies and procedures.
Provide support for all employees using technology-based learning products and involved in the design of training by preparing reports, briefings, presentations, guides and procedures.
Liaise with external organizations and other government departments to maintain awareness of best practices and procedures regarding the use of technology-based learning standards and products, and to recommend improvement to internal productivity and efficiency.
Education

Undergraduate degree in Multimedia or Design and two (2) years of relevant experience within the last five (5) years;
OR
College diploma (three years) in Multimedia, Web Development, Graphic Design or equivalent and three (3) years of relevant experience within the last five (5) years;
OR
College diploma (two years) in Multimedia, Web Development, Graphic Design or equivalent and four (4) years of relevant experience within the last five (5) years.
The undergraduate degree/college diploma must be obtained from an accredited learning institution recognized in Canada. If you completed a program outside of Canada you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.
