Duties

Public Services and Procurement Canada (PSPC) manages one of the largest and most diverse portfolios of real estate in the country and is the Government of Canada\xe2\x80\x99s Real Property expert. Specifically, we are real property professionals specializing in workplace accommodation, architecture, engineering, real estate, and asset and facility management. We are involved in all aspects of real property, from initial investment strategies and the construction and leasing of facilities to the maintenance, repair, and disposal of real property assets.

The duties of a typical discipline engineer include:

Providing professional and technical services to PSPC and other government department clients; leading teams to deliver technical services in support of large or significant projects; and, providing professional strategic advice. Advice and services delivered relate to the planning, design, construction, conservation, or maintenance of engineering works or building systems, structures, equipment or processes, and the development and application of related codes, standards, and policies.

• Leading a multi-disciplinary team that delivers professional and technical services.
• Providing strategic engineering subject matter advice and recommendations on a project-by-project basis to multi-disciplinary project teams; as well as, to PSPC and other government department clients; and, leading teams delivering technical services in support of large or significant projects.
• Leading integrated multi-disciplinary review teams, including quality assurance and/or compliance/conformance reviews, to ensure that sound design, construction, and management principles and practices, and/or policies, standards, guidelines, and/or contract requirements are adhered to and applied consistently; undertaking research and supporting studies including condition assessments and investigations into technical issues.
• Planning and participating in the delivery of services including studies, investigations, evaluations, design services, options and proposals in an engineering discipline or associated areas of specialization. Final deliverables are reviewed for overall quality and clarity by more senior positions.
• Providing feedback on the effectiveness of engineering unit policies and standards, guidelines, and directives.
• Participating in the development of construction documents and the administration of contracts for consultant service acquisition including standing offers, supply arrangements, and open agreements.
• Monitoring, identifying, and assessing opportunities for the application of new technologies and trends. Contributing to knowledge transfer to colleagues and clients.

Intent of the process

ESSENTIAL EXPERIENCE:

: Extensive* experience providing technical services in an engineering discipline related to the analysis, design, or construction of real property** or industrial facility projects; operations and maintenance; or building commissioning.

: Experience in preparing briefing materials and providing engineering advice and recommendations to senior managers,*** clients or stakeholders.

• Extensive experience is defined as the depth, breadth, and scope of experience with having performed a broad range of activities for approximately eight (8) years.

The Infrastructure Asset Management service line manages and operates a wide range of infrastructure assets across the country. This diverse portfolio consists of specialized assets and includes various bridges (such as the Alexandra Bridge and Burlington Canal Lift Bridge, etc.), various dams (such as Rideau Falls Dam and Timiskaming Dam), the Esquimalt Graving Dock, and 835 km of the Alaska Highway. This service line is managing a program of works to ensure sound stewardship of engineering assets, ranging from repairs, rehabilitation and replacement as they come to the end of their service life. This includes engineering, asset management, project delivery, and policy development and compliance.

The Strategic Sourcing service line is managing a major transformational program known as the Energy Services Acquisition Program (ESAP). This program is modernizing the network for the central heating and cooling plants that provide service to more than 80 buildings in the National Capital Region. The modernization will significantly contribute to the greening of government operations by reducing greenhouse gas emissions and paving the way to using carbon-neutral fuels at a lower cost than maintaining and operating the current outdated system.

The Laboratories Canada Program within the Science and Parliamentary Infrastructure Branch (SPIB) is advancing the delivery of new science infrastructure across Canada by revitalizing federal science and technology laboratories in addition to restoring and modernizing the buildings and grounds of Parliament Hill.

The Heritage Conservation Services (HCS) within Technical Services delivers heritage conservation services to PSPC as well as all federal departments, agencies and crown corporations to support them in meeting their heritage conservation obligations related to the protection and management of Canada\xe2\x80\x99s federally owned heritage buildings, landscapes and engineering works. HCS provides unique multi-disciplinary professional and technical expertise in the fields of conservation architecture, conservation engineering, conservation landscape architecture, conservation technology, and heritage recording. HCS uses its unique expertise and knowledge to assist custodians in protecting Canada\'s collective heritage for future generations.

HCS offers a great variety in project size, type and scope with assets located across the country. Typical services include: research and reporting on a heritage asset to further understanding of the asset; providing strategic heritage conservation advice and guidance to project management teams and quality assurance reviews of consultant work; studies and assessments to inform problem solving to overcome specific challenges including preparing strategies, impact and options analyses as well as technical testing and/or monitoring; and, preparation of construction documents for repair and/or maintenance projects.
