Position Information




Reporting to the Executive Director, Professional Practice, Education and Workforce Sustainability, the Director, Workforce Planning and Sustainability, is a critical leadership position overseeing a portfolio for Workforce Planning, Learning & Leadership Development, and HR Business Partners. This position will be a change agent, providing thought leadership and support to create and deliver advanced Human Resources services focused on fostering a high-performance culture and respectful work environment that attracts, retains and inspires the best. The role extends beyond the confines of the organization to building and collaborating with external partners through strategic local and regional initiatives. Within their own team, this position ensures that safety, learning and accountability systems are used and applied consistently with a just culture, and that their leaders are closing the loop on inspections, incidents, risk assessments and other staff and patient safety issues, to ensure continuous improvement.

What you will do




  • Leads the establishment and implementation of strategic objectives, plans, key performance indicators and optimal departmental structure required to lead programs/services;
  • In consultation with the Executive Director, Professional Practice, Education and Workforce Sustainability, develops annual and long-term projects and unit objectives with a 3-5-year horizon, leads projects in collaboration with other managers, directors, internal and external stakeholders;
  • Position ensures comprehensive and effective communications and change management strategies are in place to support the successful implementation of all new initiatives;
  • Serves as a strategic partner and subject matter expert to members of the Executive Leadership Team, Directors, and People Leaders, by providing insightful, innovative, and empathetic problem solving;
  • An integral member of the Leadership Team, the position works closely and collaboratively with all senior leaders, unions, and peer organizations in setting strategic goals that fulfill the vision and direction of the organization;
  • Contributes to developing an employee and candidate value proposition through value-added and high-impacting people initiatives focused on creating a culture that reflects our values, fosters employee engagement, excellence and competence, and a sustainable workforce;
  • Develops and implements an institutional-wide workforce planning strategy aligned with the organization\'s value agenda and one that demonstrates the right size, shape, cost, and agility;
  • Implements an array of solutions to meet current and future workforce demands. These solutions may include but are not limited to workforce transformation, internal talent mobility, talent management, early career programs, succession planning, and identifying critical roles;
  • Takes a hospital wide strategic approach to succession and workforce planning by leveraging available tools, data, reports and information to develop succession and workforce planning initiatives;
  • Implements formal tools for workforce reporting, including dashboards, KPI\'s and quarterly reviews in alignment with critical stakeholder needs, provide insights on the root causes of resource gaps, and makes recommendations that optimize resource utilization and allocation that best meet organizational needs;
  • Develops and implements a learning and development strategy for the organization focused on advancing employee and talent capabilities to enhance performance and support growth;
  • Establishes enterprise-wide programs and initiatives that foster continuous learning and a high-performing organization. Ensure the right tools and capabilities are in place to implement efficient programs such as talent management, leadership development, and succession planning;
  • Directs the design, development, implementation, and oversight of learning and development curriculum and related initiatives such as performance review, trait assessments, 360\'s and management processes;
  • Establishes and implements a client-centric partnership model that supports the delivery of an end-to-end efficient people function and one that proactively identifies HR concerns, needs, challenges and opportunities and works closely with the clients to deliver effective and pragmatic solutions;
  • Coaches staff, including regular performance appraisals and development plans, to achieve performance and career development goals;
  • Builds a cohesive team and ensures continuing education and ongoing professional development of staff required to obtain adequate level of knowledge and skills.


What you will bring




  • Four (4) year undergraduate degree in a related field of study;
  • Minimum of 10 years of progressive leadership/management experience as a Human Resources practitioner in a large, unionized organization (preferably in health care);
  • Advanced Human Resources generalist with extensive knowledge of the range of \xe2\x80\x98people\xe2\x80\xb2 functions including core human resources, organizational design and transformation, HRIS, recruitment, retention, compensation, benefits, employee relations, labour relations, workforce planning, organizational learning, employee engagement and workplace health and safety;
  • Knowledge of the labour relations landscape in the hospital sector and relevant legislation;
  • Demonstrated ability to develop and influence relationships at all levels: excellent interpersonal skills, negotiation skills, mediation skills, conflict resolution skills and a commitment to diversity, equity and inclusion;
  • Strong fiscal experience including preparing budget proposals, briefing notes and business cases, monitoring fiscal performance and implementing strategies to improve efficiency and outcomes;
  • Build partnerships and networks to create results, demonstrate commitment to customers and service, mobilize knowledge amongst stakeholders, and navigate socio-political environments;
  • Strong team engagement, facilitation and coaching skills to build team morale and improve culture;
  • Analytical skills to develop and interpret metrics and design reports to inform decision-making.
